Title:
Adopt Resolution #13-12-218 Authorizing the Construction of Elmcrest Park's Community Building
Purpose/Background:
For the last one half year, City Council, the Park and Recreation Commission, Anoka Ramsey Athletic Association, Northern Lights Traveling Soccer, and the community have been planning in earnest for the proposed park building at Elmcrest Park. Careful and thoughtful analysis has resulted in a building design and scope that is predicted to serve the community and association effectively, with good utility, as well as appropriate esthetics for decades into the future.
In March of 2013, the Anoka Ramsey Athletic Association pledged $40,000 to the project's construction, and Council approved the architect for the project. Following a design process with stakeholders, on September 24th, 2013 Council authorized the formation of the Construction Team and the advertisement for bids. Subsequent to that Council direction, Staff advertised, sent invitations to Ramsey businesses to bid on the project. 24 separate bids were received for the 27 different categories of work, with several of categories with no bids received. On November 26th City Council rejected a portion of the bids and authorized Staff to obtain competitive quotes for the 'no bids' and those rejected bids. (The attachment 'Bid Packs' describes all the various categories of work.)
On Monday December 2nd, the final quotes were due and the City's Construction Manager, American Liberty Construction Inc. issued a Guaranteed Maximum Price (GMP) of $716,785.00 for all elements of the building's construction.
It should be noted while sanitary sewer and connection to the municipal water supply is included in the above GMP; electric and gas service connections are not included - and as of case preparation these costs have not been provided to the City. Additionally, the landscape will be performed separately as part of the playground project (proposed as a 2014 Parks Capital Improvement).

The purpose of this City Council case is to consider acceptance of the Guaranteed Maximum Price by way of Adopting Resolution #13-12-218, which authorizes the Mayor and City Administrator to enter into a contract with America Liberty Construction Inc. for the construction of the building at Elmcrest Park. Additionally, the Resolution allocates a $35,000 contingency also from the Park Trust Fund for opportunities or obstacles as may be encountered (as well as the electric service). It would be understood that the City Administrator would have authorization to apply these monies as needed with concurrent notification to Council.
As an additional point of information, the City was deliberate in encouraging Ramsey businesses to submit subcontractor quotes on the park building. All together, $170,613 or almost a fourth of the building's cost is awarded to Ramsey businesses under the larger agreement with American Liberty Construction that this case authorizes.

Funding Source:
The funding would be from the Park Trust Fund which had a 2013 beginning-year balance of more than 2 million dollars.
Adoption of Resolution #13-12-218 will authorize a not-to-exceed amount of $751,785 (the GMP + Contingency) which would include the $40,000 contribution from the Anoka Ramsey Athletic Association.
A portion of the $35,000 contingency will be needed for the electric service - with the gas service cost unknown. In addition to 'obstacles and opportunities' the contingency would be available for trash receptacles and tables and chairs to furnish the building.

Recommendation:
