Schedule Public Hearing on Proposed Charter Amendment (Chapter 10 Franchises) for December 10, 2013

Purpose:  To schedule a public hearing for December 10, 2013, to consider an amendment to Chapter 10 (Franchises) of the City's Charter, as proposed by the Charter Commission.

Background:  As Council is aware, on October 21, 2013, the Charter Commission held a meeting to discuss the pending franchise fee ordinances.  After discussing various revenue issues, the Commission approved an amendment to the Charter to be submitted to Council.  Pursuant to Minnesota Statutes, Section 410.12, subdivision 7, the City Council can enact the amendment by ordinance.  Council received the proposed amendment at their regular meeting on October 22, 2013.  One month from that date is the deadline for publishing notice of a public hearing on the proposed amendment (November 22, 2013).  A public hearing notice was published in the City's official newspaper The Anoka County Union,  on November 22, with such hearing to be called for on December 10, 2013.  An ordinance proposing the amendment will be on the December 10 Council agenda for public hearing and introduction consideration.

The Charter Commission has been notified that the public hearing will be scheduled for December 10, 2013.

Staff recommends Council schedule the public hearing on the proposed Charter amendment for December 10, 2013.

Motion to schedule a public hearing for 7:00 p.m., Tuesday, December 10, 2013, to consider a proposed Charter amendment to Chapter 10 of the City's Charter titled Franchises.
