Adopt Resolution #13-11-204 Rejecting Various Bids on the Elmcrest Park Community Building Project and Authorizing Staff to Obtain Quotes and/or Negotiate Contracts.

Purpose:  To reject the various bids on the Elmcrest Park Community Building and receive direction to obtain quotes and/or negotiate contracts.

Background:  The Park and Recreation Commission have been planning in earnest for the community park building at Elmcrest Park for more than one-half year.  In September 2013, Council authorized the advertisement for bids, pursuant to the approved plans and specifications.  24 separate bids were received, opened and read aloud on Monday, November 18th, 2013.  Of the 27 different categories of work, 11 categories of work received 'no bids'.  Additionally, for 6 divisions of work Staff feels that the bids were too high and would result in a building construction cost approximately $90,000 higher than the estimate provided to Council in September.

Based upon the above findings, and with concurrence of the City Attorney, Staff is seeking authorization to immediately obtain quotes for the 11 categories of work, and for the divisions of work identified in the attached Resolution for Bid Rejection; and bring back to City Council a Guaranteed Maximum Price for Council consideration on December 10th, 2013.
 

Staff recommends adopting Resolution #13-11-204 rejecting bids on the Elmcrest Park building Project and authorizing Staff to seek quotes and/or negotiate contracts so as to obtain all of the subcontracts necessary to construct the building at an equitable cost.
