Title
Adopt Resolution #14-01-012 Promoting the Current Community Service Officer to the Position of Fire Marshal
Purpose/Background:
The purpose of this case is to promote Mr. Carey Schiferli to the recently vacated Fire Marshal position.
Background: Mr. Matt Kohner, the City's former Fire Marshal, took a position with the city of Fridley in late September, 2013. The vacant position was discussed and considered at the October 15, 2013 Personnel Committee meeting and at the November 12, 2013 Personnel Committee, as well as the City Council meeting that same evening. The City Council authorized staff to recruit for a Fire Marshal. Staff conducted an internal Fire Marshal recruitment and received five applications. Staff interviewed two candidates and is recommending that the City promote Mr. Carey Schiferli to the position of Fire Marshal, effective January 15, 2014.
Mr. Schiferli has been employed as a Community Service Officer with the City of Ramsey since February 2001 and has served on the Ramsey Fire Department from 1997 through 2002, (the Big Lake Fire Department from 2003 - 2005) and back on the Ramsey Fire Department in 2006 and he remains a member in good standing.
Mr. Schiferli has extensive knowledge of the City, the Ramsey Fire Department, and the City Code and he is looking forward to working as the City's Fire Marshal. It is staff's recommendation to promote Mr. Carey Schiferli to the position of Fire Marshal, effective January 15, 2014 at step 1 of the 2014 wage scale, which is $27.79 per hour. Mr. Schiferli will be subject to a six month probation and all other personnel policies will apply.

Notification:
If approved, the City Council will have an opportunity to recognize and congratulate Mr. Schiferli during the January 28, 2014 City Council meeting.
Funding Source:
The 2014 funding required to promote promote Mr. Schiferli is approximately $85,065; this represents a savings of approximately $17,923 over the previous Fire Marshal. In addition, staff expects that the City will experience a savings to the 2014 budgeted amount for the C.S.O. position given the fact that there will be a gap in the C.S.O. position until it is filled and the newly hired person will be hired at a lessor wage then Mr. Schiferli was earning at step six.
Recommendation:
Staff recommends promoting Mr. Carey Schiferli to the position of Fire Marshal, effective January 15, 2014, at step 1 of the 2014 wage scale, which is $27.79 per hour.
Action:
Motion to approve resolution 14-01-012, promoting Mr. Carey Schiferli to the position of Fire Marshal, effective January 15, 2014, at step 1 of the 2014 wage scale, which is $27.79 per hour.
