Title:
Presentation by and Review of Contract with Elwyn Tinklenberg
Purpose/Background:
Purpose: To receive a legislative update from Elwyn Tinklenberg as well as to review his proposal for an amendment for continuing to contract with The Tinklenberg Group.
Background: In February 2013, Council entered into a contract with Elwyn Tinklenberg for legislative consulting services related to the pursuit of funding for the Trunk Highway 10 and Armstrong Boulevard Interchange.
In September 2013, Council approved an amendment to the 2013 Consulting Services Agreement with The Tinklenberg Group. The amendment was to extend the contract to provide for additional services to advance the construction of the TH 10 and Armstrong Boulevard interchange. In brief, the extension allowed for continuing efforts with MnDOT supporting the interchange and opportunities to advance construction; working with key legislative leaders to maintain awareness of the interchange project and support for funding alternatives, maintaining communication with the Governor's office and MnDOT regarding their understanding and support of the project; and following up with Senators and Representatives regarding federal funding support. Council voted to extend the contract through January 31, 2014, at a monthly cost not to exceed $2,000.
Staff received communication from Mr. Tinklenberg offering to present a legislative update to the Council. Mr. Tinklenberg also submitted Amendment #3 to the 2013 Consulting Services Agreement for Council review and discussion. It is basically an extension of Amendment #2 and would cover pre-session activities in February as well as the work during the session itself. The draft amendment proposes to extend the term of the original agreement through May 31, 2014, at a total cost not to exceed $20,000. The per month cost has jumped to $5,000, reflective of the increase workload of the legislative session. The proposed amendment is attached to this case for Council information.
There is a case on the Consent Agenda for this evening's Council meeting asking for approval to the amendment to the contract with The Tinklenberg Group. If there are any changes suggested to the contract, the item can be pulled from the Consent Agenda and added to the regular agenda for discussion or to a future agenda.
