Title
Adopt Resolution #14-03-065 Appointing Board and Commission Members
Purpose/Background:
The purpose of this case is to appoint and reappoint members to the City's Boards and Commissions.
It should be noted, per Minnesota Statue 469.095, the Mayor appoints members to the Economic Develop Authority (EDA) with the approval of the City Council; all other board and commission members are appointed by the City Council.
Following the last annual appointment process, the City Council directed staff to revise the recruitment, application, and interview process for boards and commissions. A work-session was held in the fall and it was the consensus of the City Council to revise the policy, which primarily changed the process to consider incumbents for reappointment prior to advertising for open seats. The minutes documenting the City Council's discussion and reasoning are attached.
Staff acted based on the City Council's discussion as it related to the City's board and commission process for terms beginning April 1, 2014. Staff indicated that a revised policy, once complete, would be brought forward after the new terms are filled, allowing time for any fine tuning that may become evident once the process is conducted.
At the December 10, 2013 work-session, the City Council met: 1) to determine, by consensus, whether to recruit for the upcoming expiring seats on the Park and Recreation Commission and the Planning Commission, or to re-appoint the incumbent members who are are seeking re-appointment; and 2) for the Mayor to determine, based on her authority as described in Minnesota Statute, to make the same determination as it relates to the incumbent Economic Development Authority member seeking reappointment.
The following members indicated a desire to be re-appointed to a full term, as listed:
The Chair and Vice-chair of each board and commission provided their feedback regarding reappointment and it was the consensus of the City Council to reappoint each member to a term beginning April 1, 2014. The Mayor selected the EDA member, with the general consensus of the City Council.
The open seat on the Park and Recreation Commission was advertised and interviews were held on March 11, 2014. Three applicants were scheduled to be interviewed, however, just one applicant was able to attend. The City Council interviewed Mr. Jon Trappen and indicated by consensus to bring Mr. Trappen's name forward at the March 25, 2014 meeting for formal appointment to the Park and Recreation Commission.
In summary, the following individuals are being considered for appointment to the City's boards and commissions:

Funding Source:
Funding for the City's boards and commissions is included in the 2014 General Fund Budget; therefore, there are no additional budgetary implications associated with making the recommended appointments.
Recommendation:
E.D.A. Recommendation: At the March 11, 2014 work-session, per Minnesota Statue 469.095, pertaining to the Mayor’s authority to appointment members to the Economic Develop Authority (EDA), Mayor Strommen indicated that she will select Mr. Phillip Brunt to serve a full six-year term on the EDA, April 1, 2014 through March 31, 2020; and the City Council informally indicated approval with the Mayor’s selection.
Park and Rec./Planning Commission: Also at the March 11, 2014 work-session, the City Council agreed by consensus to the following remaining appointments to the boards and commissions, as follows:
Park and Recreation Commission
Appoint Mr. Jon Trappen to a partial term ending March 31, 2015.
Re-appoint Mr. Shane Bennet to a full term ending March 31, 2018.
Planning Commission
Re-appoint Mr. Gary VanSoy to a full term ending March 31, 2018.
Re-appoint Mr. Randy Bauer to a full term ending March 31, 2018.

Motion to adopt resolution #14-03-065 appointing: 1) Mr. Phillip Brunt to serve a full six-year term on the EDA, April 1, 2014 through March 31, 2020, 2) Mr. Jon Trappen to a partial term on the Park and Recreation Commission April 1, 2014 through March 31, 2015 and Mr. Shane Bennet to a full term on the Park and Recreation Commission ending March 31, 2018, 3) Mr. Gary VanSoy to a full term on the Planning Commission ending March 31, 2018 and Mr. Randy Bauer to a full term on the Planning Commission ending March 31, 2018.
