Title:

Parking Ramp Garage

Purpose/Background:

Staff discussed with council at the February 25, 2014 Work Session the possibility of creating a garage area inside the existing parking ramp structure for City property.  The February 25 case is attached to this case for review. Staff was authorized to have LSA make plans and provide an estimate for a garage.  LSA  was also instructed to review the current lighting system.  LSA estimates and worksheets are attached to this case. The following list is the vehicles and equipment that would be kept in the parking in ramp garage. 
 
Police Radar Trailer
Police Range Trailer
Safety Camp Trailer
2- ATV’s
ATV Trailer
Seized Vehicles- currently two that need inside storage
6- City Admin Vehicles
2- Engineering Trucks
Building Maintenance Vehicle (Dan’s)
2- Walk behind Snow Blowers
Sidewalk Blower Vehicle
Various Happy Days Supplies (much of which needs to be stored indoors)

If the Council decides to move forward with this project, Staff would recommend "Design II" included in your attachments.  This design shows a larger, full build-out garage space, in comparison to "Design I" which is slightly smaller.  Staff recommends "Design II" for a couple major reasons: (1) the entire space/capacity shown in "Design II" is needed today; and (2) breaking this project into two separate work orders will result in increased costs to the City.  Design II has an estimated cost of $193,930.

Funding Source:

Public Facility Construction Fund.  The Public Facility Construction Fund is used to fund the acquisition of land and construction for public facilities.  Examples of the use of this fund has been to pay for the design of the new municipal center/police station and the remodel at the old city hall.

The fund has an estimated ending 2014 balance of $435,093 (prior to Parking Ramp Garage).  The majority of the fund balance is attributed to the transfer from the 2013 General Fund per the excess revenue fund policy in the amount of $286,600.

Outcome:

Staff is looking for work direction on whether or not to proceed with this project.

If the Council decides to move forward with the proposed project, the next step in this process is to formally authorize construction (separate case at a later date).
