Report from Public Works Committee:
1: Review Updated Estimated Costs for Reconstructing Andrie Street: Ratify the recommendation of the Public Works Committee to delay further consideration until the assessment policy is determined and additional information is received from MSA.
2: Consider Recommending City Council Approval of Modifications to Stormwater Management Permits, Plans, and Ordinances: Ratify the recommendation of the Public Works Committee to recommend that the City Council approve the language modifications to the City’s stormwater management permits, plans, and ordinances as presented.

 
 

Purpose/Background:

The Public Works Committee held its regular meeting on June 17, 2014 and discussed the following two cases:
1. Review Updated Estimated Costs for Reconstructing Andrie Street:  City Engineer Westby reviewed the staff report and past consideration for reconstructing Andrie Street. City Engineer Westby explained that based on direction from the Public Works Committee at its May 20, 2014, meeting, staff updated the 2009 estimates to reflect 2014 estimated costs for reconstructing Andrie Street and 164th Lane as a 36-foot wide street with two 11-foot lanes and a 6-foot bike lane at $1,758,000, including 20% indirect costs for engineering and administration.  This reflects an estimated increase of $111,000 in project costs from 2009 to 2014.

Because the draft special assessment policy is scheduled to be discussed at the July 15, 2014, Public Works Committee meeting, City Engineer Westby asked if it would be more productive to discuss funding program options for this project in July or August.  He indicated that given this project will not be constructed in 2014, the feasibility report can be updated relatively quickly, there is a shelf life for a feasibility report once approved by the Council, and there is no immediate need to finalize the feasibility report at this time.

The consensus of the Public Works Committee was to delay further consideration until the assessment policy is determined and additional information is received from MSA.

2. Consider Recommending City Council Approval of Modifications to Stormwater Management Permits, Plans, and Ordinances: City Engineer Westby reviewed the staff report, historic measurement of rainfalls, and modification to the City’s stormwater management permits, plans, and ordinances to account for new stormwater management requirements recently adopted by the Lower Rum River Water Management Organization (LRRWMO) including the incorporation of Atlas 14 precipitation data and stormwater infiltration requirement revisions within its design criteria.

Because the current language in the City’s stormwater management permits, plans and ordinances discourages infiltration within the Drinking Water Supply Management Areas (DWSMA), staff proposes to modify that language to discourage infiltration only within delineated ten-year capture zones.  He referenced exhibits that showed the existing DWSMA boundary in the area of The COR and associated 10-year capture zone boundaries surrounding public water supply wells. 

Motion to ratify the recommendation of the Public Works Committee to recommend that the City Council approve the language modifications to the City’s stormwater management permits, plans, and ordinances as presented.

COMMITTEE / STAFF INPUT

The Committee asked for an update on the Alpine Drive and Helium Street crosswalk as well as the Crosswalk near Central Park.  Public Works Superintendent Riemer stated both will be addressed at the July Public Works Committee meeting. 








 


 

Recommendation:

Staff recommends ratifying the recommendation of the Public Works Committee.

Action:

Motion to ratify the recommendation of the Public Works Committee.
