Title:

Consider Adoption of Resolution 14-07-144 Accepting Bids and Awarding a Contract for Improvement Project 12-22; Riverdale Drive Reconstruction and Extension - Armstrong Boulevard to Traprock Street.

Purpose/Background:

Purpose:
The purpose of this case is to accept bids and award a contract for Improvement Project 12-22; Riverdale Drive Reconstruction and Extension - Armstrong Boulevard to Traprock Street.

Background:
On January 8th, 2013 the City Council accepted a feasibility report and ordered the Engineering Department to prepare plans and specifications for Improvement Project 12-22; Riverdale Drive Reconstruction and Extension - Armstrong Boulevard to Traprock Street.  On May 13th, 2014 the City Council accepted final plans and specifications and authorized advertisements for bids, contingent on receipt of required Minnesota Department of Transportation (MnDOT) approvals.  The required MnDOT approvals have since been received and advertisements for bids were published in accordance with State Statues.

On July 18th, bids were received and publicly opened, read aloud, and checked for errors and omissions. Bid prices were favorable and ranged from about 11% less to 14% more than the engineer's estimate for construction costs.  A tabulation of the checked/corrected bid results is included below, as well as in attached Resolution 14-07-144.

If bids are accepted and a contract is awarded, work would likely begin during the first week of August and the project should be substantially complete this fall.
 
A tabulation of the bids was provided to MnDOT on Friday, July 18th for their review and concurrence as required for the City to award a contract per the executed Cooperative Agreement between MnDOT and the City. MnDOT immediately reviewed the bids and provided their concurrence letter allowing the project to be let.  A copy of this letter is attached.

This project includes the reconstruction of Armstrong Boulevard between Highway 10 and Riverdale Drive, the reconstruction of Riverdale Drive between Armstrong Boulevard and the cul-de-sac east of Alpaca Street, and the extension of Riverdale Drive east to Traprock Street. Riverdale Drive is proposed to be constructed with concrete curb and gutter, bituminous pavement and storm sewer along its entirety.  Watermain is proposed to be extended to Traprock Street to allow future service to adjacent parcels, and sanitary sewer is proposed to be extended to the end of the reconstructed portion of Riverdale Drive to eventually serve the large undeveloped parcels to the east. The gravity sanitary sewer cannot be extended further east due to minimal ground cover so a sanitary sewer lift station will be needed to serve those properties as development occurs. Bituminous trails are also proposed along both sides of Riverdale Drive, with the southerly trail segment being constructed at a later date as part of the future Mississippi River Trail system.

This project will also include the removal of the Alpaca Street connection to eastbound Highway 10, as well as construction of a modified three-quarter access to Highway 10 at Traprock Street to replace the current full access connection. These access changes will increase safety for motorists on Highway 10 and are a large reason why MnDOT awarded the city $702,000 in Cooperative Agreement funds, along with the promotion of a south frontage road to Highway10 which will remove local traffic from Highway 10. Ultimately, Riverdale Drive will serve as the south frontage road to Highway 10 between Armstrong Boulevard and Ramsey Boulevard.
 
Numerous temporary and permanent easements are required to construct this project.  The permanent roadway right of way, trail, drainage and utility easements needed to extend Riverdale Drive through the Outlot A Tooth Acres and Lot 1, Block 1 Diamonds parcels were obtained via the executed Memorandum of Understanding between the City and the limited liability corporations that own these properties.  City staff has also obtained temporary construction easements for all other properties as needed, and is working with Anoka County to obtain the necessary roadway right of way permanent easement across their Tooth Acres parcel used for stormwater ponding.  The County has provided the necessary right of entry to construct the project, and City staff has been assured that a permanent easement agreement will be executed in the near future, though there may be a minimal charge.

Notification:

Advertisements for bids were published in the Anoka County Union Herald and in Finance and Commerce on June 27th, July 4th, and July 11th, 2014 per State Statute requirements.

Observations/Alternatives:

Observations:
Several public information meetings have been held over the last year or more to allow area residents and businesses the opportunity to discuss this project with staff and to address any concerns the public might have. Staff also met individually with various businesses to coordinate the proposed construction activities based on their specific needs. And in an effort to minimize impacts to area businesses and residents during construction, additional meetings will take place during construction as needed, and staff plans to make detour route exhibits available on the project web site throughout construction which can be downloaded and provided to guests, customers and vendors to better direct them to businesses and residences during the different stages of construction.  Staff will also work with the contractor to minimize the duration and impacts of road closures and traffic detours, which was one of the primary concerns raised during the public information meetings.

As previously discussed, a petition was received in May 2013 signed by 47 residents of the Alpaca Estates development stating they oppose the project in its entirety, even though no assessments are proposed for this project.
 
Alternatives:
Alternative #1 - Motion to accept bids and award a contract to Kuechle Underground, Inc. in the amount of $2,649,722.45 for Improvement Project 12-22; Riverdale Drive Reconstruction and Extension - Armstrong Boulevard to Traprock Street.

Alternative #2 - Motion to deny accepting bids and awarding a contract for Improvement Project 12-22 at this time.

Funding Source:

The lowest responsible bid for this project is $2,649,722.45.  Funding for construction of this project is proposed to include a combination of funding sources including awarded Cooperative Agreement funds, TIF 4, Municipal State Aid (MSA) funds, Sewer funds (sanitary sewer construction), Water funds (watermain construction), and Stormwater Management and Utility funds (storm sewer and ponding construction).  Following is a detailed breakout of the amounts proposed to be paid from each fund.

Plans and specifications were prepared by Engineering Department staff, with some assistance from Hakanson Anderson. Engineering department staff will also complete all construction administration, staking, and inspections.  These staff costs are not reflected in the costs above.
 
Additional construction related costs will include an estimated $15,000 for contracted materials and soils testing.  Staff is also still working with Anoka County to acquire the necessary permanent roadway easement across their stormwater ponding property in Tooth Acres. While it is unknown what this cost will be, if any, based on the narrow lot width of 200 feet this cost is anticipated to be nominal.
 
No assessments are proposed to be levied with this project.

Recommendation:

Staff recommends adopting Resolution #14-07-144 accepting bids and awarding a contract to Kuechle Underground, Inc. in the amount of $2,649,722.45 for Improvement Project 12-22; Riverdale Drive Reconstruction and Extension - Armstrong Boulevard to Traprock Street.

Action:
