Title:

Review Concept Plan for Old Municipal Center Site as a Single-Family Subdivision; Case of N.I.K. Management, Inc.

Purpose/Background:

The purpose of this case is to review concept plans for a single-family development on the former municipal center campus located at 15153 Nowthen Blvd NW. This is not an official subdivision review. The intent of this case is to provide broad policy direction in preliminary design.

As the Planning Commission is aware, the City has been in the process of reviewing appropriate redevelopment scenarios of the former municipal center campus. As an outcome of that process, the City began the process of updating the Comprehensive Plan and Official Zoning Map. The site is still being actively used as Fire Station No. 2. The City is in the process of completing final design of a new Fire Station No. 2 on an adjacent parcel, tentatively scheduled to being construction in Spring, 2015.

Per City Council direction, the City recently began negotiating a Purchase Agreement with N.I.K. Management, Inc. for a two (2) phase purchase of the site. As part of the negotiation, Staff has been discussing subdivision design with the prospect. At this time, Staff is seeking confirmation as to the appropriate path for design.

Observations/Alternatives:

There are several elements to consider in providing concept plan feedback:
  1. Minimum lot size
  2. Street design
  3. Nowthen Boulevard access
  4. Utilization of Planned Unit Development (PUD) as tool
Generally speaking, Staff is supportive of considering any of the submitted concepts. Portions of the design may require the utilization of a Planned Unit Development (PUD). While supportive of adjustments to lot size, Staff strongly recommends that the City not deviate from minimum design standards for public streets.

One significant item for discussion is the existing access to the site from Nowthen Boulevard. This access was constructed with original construction of the former municipal center. A land swap occurred with the City and Developer of MEADOW at the time said plat was recorded. The existing access thus became a temporary access until such time the remainder of the site was to be developed. Staff is working through details of multiple alternatives, attempting to avoid the creation of any dead-end cul-de-sacs. Terminating Krypton Terrace at the point of the last home of MEADOW would result in a cul-de-sac that exceeded the maximum length allowed by City Code. The City is hosting a design workshop the evening of January 8 prior to the Planning Commission meeting. Staff will provide a verbal update of that process at the meeting. The remaining alternatives include, but are not limited to, the following:
  1. Re-aligning the access to align with 151st Lane on the west side of Nowthen Boulevard
  2. Connect Krypton Terrace to a street constructed as part of future development

Funding Source:

Concept Plan Review is being handled as part of normal Staff duties. The Applicant will be responsible for all costs associated with reviewing an official Application for Subdivision.

Recommendation:

The purpose of this case is advisory only. There is no official recommendation associated with this case at this time.

Action:

No action is being requested; general feedback on the concept plan(s) is sufficient.
