Title:
Adopt Resolution 15-05-111 Approving Plans and Specifications and Authorizing Advertisements for Bids for Ridgepoint Residential Development Improvements, Improvement Project #15-21
Purpose/Background:
Purpose:
The purpose of this case is to approve final plans and specifications and authorize advertisements for bids for the Ridgepoint seven (7) unit single-family residential development improvements, Improvement Project #15-21.
Background:
The proposed Ridgepoint residential development includes extending Rivlyn Avenue and the underlying City utilities to the east to serve seven (7) new single-family residential lots. Attached is the title sheet of the plans prepared by the property owner’s engineer, Hakanson Anderson, showing the location of the improvement project.
On May 12th, the City Council introduced Ordinance #15-09 approving a zoning amendment to R-1 residential, introduced Ordinance #15-10 vacating permanent road easement, and approved the Final Plat, all of which are requirements for allowing the Ridgepoint residential development to move forward as proposed.
During a previous case this evening, Council was asked to consider approval of a draft Assessment Agreement that will provide the City the ability to recover all costs from the property owner for constructing the proposed improvements for the Ridgepoint residential development. With this case, Council is being asked to approve final plans and specifications and authorize advertisements for bids for the proposed Ridgepoint residential development improvements.
Final plans and specifications propose to extend Rivlyn Avenue approximately 500 feet to the east using a 32-foot wide urban street section with concrete surmountable curb and gutter and bituminous pavement, centered within a 60 foot right-of-way which will be deeded to the City. Storm sewer, sanitary sewer and watermain are also proposed to be constructed with the project, including the extension of watermain and sanitary sewer to serve a portion of the City of Anoka as previously approved by both City Councils via a Joint Powers Agreement. The plans also propose substantial subgrade corrections by removing unsuitable subgrade soils and replacing the unsuitable soils with engineered fill to provide a stable subgrade for the proposed improvements and future residential homes. The plans also propose to reconstruct a portion of the Mississippi River Trail through a realigned corridor in the same general alignment and vicinity.

Notification:
Notifications were not required for this case as the property owner is petitioning the City to construct the improvements and assess the costs back to them, and is waiving their rights to petition against the assessments.
If Council authorizes advertisements for bids, staff will publish bid advertisements in the Anoka County Union Herald and in Finance and Commerce on May 29th, June 5th, and June 12th, 2015. Bids will then be opened June 19th, checked for errors and omissions, and presented to the City Council for acceptance and award of contract to the lowest responsible bidder on June 23rd, 2015.

Funding Source:
The Engineer’s construction cost estimate is $469,722. As discussed in an earlier case, the City will fund the improvements initially through the Public Improvement Revolving Fund, and the property owner will then pay the City back over a period of three years via an approved Assessment Agreement which would be adopted by Council prior to awarding a contract on June 23rd.
Recommendation:
Staff recommends Alternative Action #1 if Council is comfortable funding the proposed improvements up front and being reimbursed over a period of three years via an Assessment Agreement.
Staff supports Alternative Action #2 if Council is not comfortable with the proposed funding program.
Action:
Approve or deny adoption of Resolution #15-05-111 approving final plans and specifications and authorizing advertisements for bids for Ridgepoint residential development improvements, Improvement Project #15-21.
