Discuss Approach for Comprehensive Plan Update

The purpose of this case is to discuss various documents reviewed by the Planning Commission related to the upcoming Comprehensive Plan Update. Later in 2015, the Metropolitan Council will issue revised System Statements, officially beginning the process to update local comprehensive plans.

The intent of this case is to ensure that the current framework and and draft work plans work plans are headed in line with the policy directives of the City Council.

The current Comprehensive Plan can be found online at www.cityoframsey.com/comprehensiveplan. Due to file size, the entire plan is not attached to this case, but is available in PDF or print version upon request.

This case is being handled as part of normal Staff duties.

The desired outcome of this case is to receive feedback on the attached documents as Staff prepares a final work plan to update the City's Comprehensive Plan.

A key policy discussion of this topic report should be the proper scope of the update. At minimum, the City will need to update its system plans to reflect new growth forecasts. These system plans include the Land Use Plan, Transportation Plan, and Water Resources Plan. The policy question to the City Council and Planning Commission is if there is a need to go beyond the basic updates to a broader update to the City's vision and land use plan. Throughout the course of several citizen engagement sessions, several small tweaks have been suggested.
