Title:
Award Towing Contract for the City of Ramsey
Purpose/Background:
The City of Ramsey has a two-year contract for towing services with Champlin Towing (recently acquired by Citywide Service) that will expire June 30, 2015. Staff is requesting authorization to enter into a new contract for towing services for the City of Ramsey for a two-year period. A notice was published in the Anoka County Union and a Request for Proposal (RFP) was released on May 15, 2015. The deadline for proposals was Monday, June 15, 2015 at 4:30 p.m.
Based upon past communication, staff was aware of four towing companies that had shown interest in providing a proposal for service. These four companies were mailed requests for proposals during the release date. Four proposals were received by the city. The proposals that were received are attached to this case. A summary sheet has also been added that shows the various charges for services. Two proposals received are from businesses located in the City of Ramsey - (Citywide Service and First Choice Towing). The other two are from businesses located outside the City of Ramsey (North Star - Anoka and Collins Brothers - Elk River). North Star Towing had the city towing contract from 2007-2009 and Champlin Towing (Citywide Service) had the contract from 2009-2015.

Letters will be mailed to the three companies not selected.
Funding Source:
Police, Fire and Public Works vehicles will be towed at no cost. Seized vehicles will be at a rate determined in the towing contract. Tows that occur due to arrest, accident, motorist aid or other police matter will be paid by the owner/driver of the vehicle at the rate determined in the selected proposal.
Recommendation:
NorthStarTowing had the second lowest proposed prices and met all the conditions of the RFP. Staff is recommending entering into a contract with NorthStarTowing for two years based on the information provided. Concerns were raised with the lowest priced proposal. Staff is prepared to discuss concerns.
Quality of towing service and efficiency are very important to public safety. The towing contract has a 30 day termination clause by either party if expectations are not met.
The City Attorney will review the contract prior to signing.

Action:
Motion to authorize City staff to enter into a two year contract with NorthStarTowing.
