Adopt Resolution #15-07-174 Accepting Bids and Awarding a Contract for 2015 Street Maintenance Program Division B, Overlay Improvements; Improvement Project #15-00
Purpose/Background:
Purpose:
The purpose of this case is to accept bids and award a contract for Division B of the 2015 Street Maintenance Program, overlay improvements.
Background:
As part of the city's long-term Street Maintenance Program, various city streets receive overlay improvements each year to help maximize the life expectancy of street pavement sections. Overlaying streets helps to restore a portion of the structural integrity of the pavement sections, while also providing some of the benefits received from crackseal and sealcoat improvements.
The 2015 Street Maintenance Project proposes to overlay approximately 3 miles of bituminous surfaced public streets in various locations throughout the City. Attached are Exhibits A through C which show the locations of all streets proposed to be improved with Division B of the 2015 Street Maintenance Program.
Bids were opened on July 9th. A total of seven bids were received and were checked for errors and omissions. No adjustments were required. The bids received were competitive and favorable. A tabulation of the seven bids received is below.
Upon acceptance of bids and award of a contract, staff will obtain a project schedule from the contractor for posting on the City web site and conveying to adjacent property owners via U.S. mail.
The earliest work could likely commence would be July 27th. All work must be completed by September 11th.

Funding Source:
A total of $500,000 was bonded for overlaying streets in 2015. The low bid was received from Hardrives, Inc. in the amount of $311,312.19 leaving $188,687.81 available to cover indirect project costs including administrative, engineering, finance, and legal fees, and for completing other programmed Street Maintenance Program projects over the 5 year program period. Street Reconstruction Bond funds for the long-term Street Maintenance Program were secured based on a 5 year program. These funds may therefore be used anytime during the 5 year program, but only for previously identified projects. New projects cannot be added to the program. Staff will therefore review the current program to determine which projects the excess funds can be allocated to over the remainder of the 5 year program.
Special assessments are proposed to fund a portion of the Division B 2015 Street Maintenance Program improvements. The Assessment Hearing is scheduled for October 13, 2015. Before then, staff will review the preliminary assessment roll to determine if adjustments may be warranted to account for anticipated construction costs, and to determine if any parcels should be removed from the assessment roll prior to the Assessment Hearing based on comments received from several property owners since the preliminary assessment roll was adopted. Staff is also awaiting the results of the special benefit appraisal consultation which may have an impact on final assessment amounts.
