Review and Adopt Future Business Park Infrastructure Analysis

PURPOSE:
The purpose of this case is to adopt a report from Bolton & Menk on required infrastructure improvements to the City's future business park.

Due to the complexity and length of this report, Staff would like to provide an opportunity for Bolton & Menk to present this report to the City Council from a "high level" perspective.  This will allow for face-to-face dialog and questions.

Background (on this study):
Please see attached Request for Qualifications (RFQ) document.  This study was authorized by the City Council on March 10, 2015.

Next Steps/Process:
Please see attached process outline.  If the attached report is adopted, staff intends to initiate step #4 as stated:

     Develop Economic Development Analysis

? Staff intends on contracting out an Economic Development Analysis to include the following items:

                 i. cost-benefit analysis (does this make sense for the City of Ramsey?)

                 ii. market analysis (is this viable in the marketplace?)

                 iii. comparison chart to other cities (what are other cities doing, including financing?)

                 iv. list of alternatives and recommendations (what options exist for moving forward?)

Staff has reviewed and revised this document.  The Economic Development Authority (EDA) has reviewed this document two times.  Additionally, the Planning Commission has also reviewed this document from a compliance with the Comprehensive Plan perspective. Attached are EDA minutes from July and August and the Planning Commission Minutes from August.  Staff and the EDA recommend moving forward with adopting this report.  Please see attached process outline for next steps.

Motion to:
Adopt the adopt the attached infrastructure study prepared by Bolton & Menk; subject to final revisions by the City Engineer.
