Title:

Authorize Plans and Specifications, and Obtain Bids for the Final Phase of the Mississippi River Trail

Purpose/Background:

In 2011, City Council authorized the application for Transportation Enhancement grant funding for constructing the Mississippi River Trail (MRT) from the Mississippi West Regional Park, to Ramsey's western border with Elk River at the Sherburne County line.  The competitive grant application was successful, with Ramsey being awarded $1,120,000 for construction of the trail.  Engineering and administration costs are not eligible for the reimbursement under the terms of the grant.

In March of 2014, Council authorized staff to proceed with Advance Construction of 'Phase I' of the MRT concurrent with the Riverdale Drive Extension and Reconstruction project—from the Regional Park to the Armstrong Interchange.  This trail project is substantially complete, and the reimbursement request for approximately $148,000 has been submitted to MnDOT, and is expected to be received within the month of October 2015.  It may be clarified here, that the construction cost was initially estimated at $366,967, however, cost savings by joining the MRT with the Riverdale project resulted in a trail construction cost of approximately $180,000, with the Federal amount the $148,000 above, and Ramsey's share approximately $32,000, paid for by the Park Trust Fund.  Savings were also realized for contracted engineering as well, with Council authorizing a not-to-exceed amount of $80,676 in 2014.  Certain project close-out activity is still occurring, however, the engineering costs will be significantly less than the above, likely around $65,000.

The purpose of this case is to authorize the preparation of Plans and Specifications, and proceed to obtaining bids from contractors (not approving Bids.) There are several aspects of the project that are required to take place soon, so as to receive MnDOT approvals in the early spring of 2016, for subsequent bidding, then City Council approval of the bid amounts in later spring, for construction in summer of 2016.  The initial goal is to collect preliminary survey data before snow and winter conditions may set in. This and preliminary design needs to occur before Final Design and submittals are issued to MnDOT for approval.

Attached is the timeline for both Phase I (substantially completed on schedule), and Phase II (or the Final Phase) of the MRT that this case discusses.

Observations/Alternatives:

As indicated above,the purpose of this case is to authorize the preparation of Plans and Specifications, and the solicitation of bids from contractors.  The various elements of preliminary design, final design, preparation of plans and Federal Aid approval (administrated by MnDOT), and obtaining bids will require approximately $120,600 in consulting engineering activity.  The total consulting engineering work from Council authorization that this case discusses—to completion in 2016 would be a not-to-exceed amount of $253, 694.  The detail of engineering tasks are identified in the attachment 'Phase II Engineering'.
 
The estimated construction costs (to be considered by Council in 2016) are $1,264,772. The Federally funded portion of this amount at 80% reimbursement would be $868,120.  The city's share would be $396,652, to be addressed by the Park Trust Fund.

The Plans and Specifications will be prepared with various add/alternates including trees, benches, and trash receptacles, such that upon receiving bids, City Council may decide the scope of the trail project to best take advantage of the 80% Federal funding, while determining what the landscape/streetscape looks like alongside the trail in the vicinity of Riverdale Drive and Llama Street west of the Armstrong Interchange.
  

 
 

Funding Source:

Estimated construction costs for Phase II or the Final Phase of the Mississippi River Trail is $1,264,772, (to be considered by City Council in 2016).  Consulting engineering costs (2015-16) are estimated at $253, 694.

Construction costs would be reimbursed at 80% or an estimated $868,120.  The Park Trust Fund is recommended to address the estimated balance of $369,652. 

This case only authorizes consulting engineering in a not-to-exceed amount of $120,643.  This work is not reimbursable using awarded grant funds, and would be paid for by the Park Trust Fund.

 

 

Recommendation:

Staff recommends extending the agreement with Bolton & Menk for the Mississippi River Trail project for the scope of work described herein. 

Action:

Motion to approve/deny a not-to-exceed amount of $120,643 from the Park Trust Fund, for Bolton & Menk to prepare Plans and Specifications, and solicit bids for the Mississippi River Trail from the Armstrong Interchange to city limits, west of the Wayside Rest Area.
