Title
Adopt Resolution #16-01-022 to Accept the City Administrator's Annual Performance Evaluation and Professional Development Plan
Purpose/Background:
The purpose of this case is to accept the City Administrator's annual performance evaluation and professional development plan.
As part of the annual 360 degree performance evaluation for the City Administrator, direct reports, members of the City Council, the Chairs of the City Boards and Commissions, and City Administrator Kurt Ulrich completed their portion of the performance evaluation. Subsequently, the results were compiled and the Mayor and City Administrator met to discuss the results of the evaluation.
At the December 8, 2015, City Council work-session, the Council met in a closed session to conduct the annual performance evaluation of City Administrator Ulrich, as required by his employment agreement. The session was closed pursuant to Minnesota Statutes § 13D.05, subdivision 3(a) which states, in part “A public body may close a meeting to evaluate the performance of an individual who is subject to its authority. At its next open meeting, the public body shall summarize its conclusions regarding the evaluation.”
Summary of the City Council’s Conclusions
The City Council concluded, by consensus, that Mr. Ulrich’s performance is above average and that his annual performance evaluation, along with his 2016 professional development plan would be accepted and formally adopted at the January 11, 2016, City Council meeting. In addition, the City Council agreed to meet in the near future to review future processes for the City Administrator’s annual performance evaluation in order to ensure that it continues to meet the City’s needs, aligning with the initiatives in the City’s Strategic Plan.
