Adopt Resolution 16-03-052 Approving Plans and Specifications and Authorizing Advertisements for Bids for 2016 Inflow and Infiltration Reduction Project # 16-65

Purpose/Background:

 Purpose: The purpose of this case is to approve plans and specifications and authorize advertisements for bids for the 2016 inflow and infiltration reduction project.
Background: What is inflow/infiltration?
Inflow and infiltration (I/I) is clear water that enters the sewer system from a variety of sources.
 
  • Infiltration occurs when groundwater seeps into sewer pipes through cracks, leaky pipe joints and/or deteriorated manholes.
  • Inflow is storm water that enters the wastewater system through rain leaders, basement sump pumps, or foundation drains illegally connected directly to a sanitary sewer pipe.
Why is I/I a problem?
I/I is a problem because it takes up fixed capacity in large regional sewer pipes (interceptors), capacity that will be needed for future households in the region. I/I can also be costly to communities. Once clear water gets mixed in with wastewater, communities are charged for the treatment of all the water. In September of 2014 the Metropolitan Council Environmental Services (MCES) requested applications for the 2014 State Bond Fund Municipal I/I Grant program. To be eligible to apply for the program funds a city had to be either been identified as an excessive I/I contributor or have had flow peaks within the 20% threshold.  The purpose of this program is to assist eligible cities financially in an effort to mitigate inflow and infiltration into their sanitary sewer collection systems.   The city’s program will consist of replacing chimney seals and adjustment rings on 37 manholes in our system.  These manholes have been inspected and found to allow infiltration of ground water into our sanitary sewer system.  We will also be rehabilitating one manhole that is showing signs of deterioration do to corrosive gases.  This manhole will be relined with a protective coating to slow the corrosion. Plans and specifications are not attached to this case, but will be available for review at the council meeting if needed.
 
If council approves plans and specifications and authorizes advertisement for bids for the 2016 I/I reduction program advertisements will be published in the Anoka Union Herald and in Finance and Commerce on March 11th and March 18th, then bids will be opened by April 5th. Council will then be asked to accept bids and award a contract for construction on April 12th.

Funding Source:

The estimated cost for all repairs is $63,000.00 of which $25,000.00 is eligible for reimbursement through the 2014 State Bond Fund Municipal I/I Grant program.  The remaining funds will come from the 9602 Sewer Utility Fund.
