Title
Adopt Resolution #16-03-059 Appointing Board and Commission Members
Purpose/Background:
The purpose of this case is to appoint and reappoint members to the City's Boards and Commissions.
It should be noted, per Minnesota Statue 469.095, the Mayor appoints members to the Economic Development Authority (EDA) with the approval of the City Council; all other board and commission members are appointed by the City Council.
Staff conducted the annual boards and commissions process for terms beginning April 1, 2016. The process included contacting each board member or commissioner with terms set to expire on March 31, 2016 asking if the member desired reappointment or not. If yes, each member submitted a letter of interest and the Chair or Vice Chair of the respective commission was invited to submit their recommendations. The City Council reviewed the materials and it was the consensus of the City Council to reappoint each incumbent member to a new term beginning April 1, 2016. It should be noted, the Mayor was not able to attend the interviews in person due to an another commitment; however, she reviewed the materials and was in agreement with the recommended re-appointments; as well as confirmed her intention to re-appoint Mr. Jim Steffen to the Economic Development Authority.
Incumbent Candidates: By consensus, the City Council recommends the following individuals be re-appointed to the City's boards and commissions.
Vacancies/New Candidates: Vacancies were advertised in the Ramsey Resident, the Anoka County Union, on the City’s website, on the City’s community sign, on QCTV, on the City’s Facebook, and via the city's email notification system. Four new candidates were interviewed by City Council. By consensus, the City Council recommends the following individuals be appointed to the City's boards and commissions.

Funding Source:
Funding for the City's boards and commissions is included in the 2016 General Fund Budget; therefore, there are no additional budgetary implications associated with making the recommended appointments.

Action:
Motion to adopt resolution #16-03-059 appointing the following board and commission members, as follows: to the Economic Development Authority: Mr. Jim Steffen to a 6-year full term; and to the Environmental Policy Board: Mr. Michael Hiatt to a 4-year full term, Mr. Tom Stodola to a 4-year full term, Mr. Michael Valentine to a 4-year full term, and Mr. Lucas Trossen to a 2-year partial term; and to the Park and Recreation Commission: Mr. Matthew Logan to a 2-year partial term; and to the Planning Commission Mr. Matthew Maul to a 4-year full term.
