Title:

Staff Updates on Improvement Projects and Items of Interest

Purpose/Background:

The purpose of this case is to update the Public Works Committee on active and proposed improvement projects within the City, and on other items of interest to the Committee.

MnDOT Improvement Projects
 
  • TH 47 at 142nd Avenue
    • MnDOT updated Council on proposed safety improvement project during April 12th Work Session
    • Project proposes to remove left turns from southbound TH 47 to eastbound 142nd Avenue
    • Construction proposed to occur this fall
Anoka County Improvement Projects
 
  • US 10 & CR 83/Armstrong Boulevard Interchange
    • Traffic signals are operational and are on all-way flashing red until all lanes are ready to be opened to traffic
    • The NW on-ramp to westbound Highway 10 is closed until April 22nd
    • The Llama Street access to Highway 10 is permanently closed to traffic
    • Westbound median crossover at Traprock Street will soon be removed (TBD)
    • Highway 10 speed limit restrictions will remain in place until project completion
    • Project completion scheduled for late May
  • CR 83/Armstrong Boulevard Pavement Reclamation and Overlay – 150th Lane to 173rd Avenue
    • Pavement to be reclaimed and overlaid with 4” new pavement
    • Bypass lanes added at 154th, 157th, and 163rd Avenues
    • Right turn lanes added at 155th and Tiger Avenues
    • Work will not interfere with Game Fair event
    • Project schedule TBD
  • CR 116/Bunker Lake Boulevard Pavement Reclamation and Overlay – Ramsey Boulevard to Basalt Street
    • Pavement to be reclaimed and overlaid with 4” new pavement
    • Considering striping improvements to allow left turns onto Azurite Street from westbound CR 116
    • Project schedule TBD
City Improvement Projects
 
  • Business Park 95 Regional Stormwater Pond Improvements
    • Surveying site
    • Reviewing options for cost savings by minimizing impacts to existing streets
    • Plans will be complete this spring
    • Summer / fall construction (during dry season)
  • Andrie Street & 164th Lane Reconstruction
    • Latest project update letters mailed to residents March 30, 2016 (attached)
    • Plans and specifications have been approved by State Aid and City Council
    • Plans and specifications have been advertised for bids
    • May 24th - Council to consider accepting bids & awarding construction contract
    • Construction proposed to begin early June 2016
    • Project completion proposed by early October 2016
  • 2016 Overlay Project
    • Sunwood Drive - Sunfish Lake Blvd. to bridge between 147th Ln & Krypton St (+/- 0.8 mile)
    • Council conducted a Public Hearing and authorized plans and specifications on April 12th
    • June 14th - Council to consider approving plans and specifications & authorizing ads for bids
    • July 26th - Council to consider accepting bids & awarding construction contract
    • Construction proposed to begin early August
    • Project completion proposed by September 16th
  • 2016 Sealcoat Project
    • May 10th - Council to consider approving plans and specifications & authorize ads for bids
    • June 14th - Council to consider accepting bids & awarding construction contract
    • Construction proposed to begin early July 2016
    • Project completion proposed by early August 2016
  • Riverdale Drive Extension - Traprock St. to Ramsey Blvd.
    • Plans and specifications in progress
    • Working with Anoka Parks for mutually beneficial acquisition of 5.3 acres roadway right-of-way
    • Parks property appraisal in progress
  • TH 47 Crosswalk Improvements @ Nowthen Blvd / Xkimo Street
    • Master Partnership Contract #1001234 executed
    • TH 47 trail LUP required by MnDOT...Council approval requested late April or early May
    • Staff to complete concrete and striping work and to contract for traffic control work
    • MnDOT to contract signal system revisions work, City will reimburse
    • Project is proposed to occur in late May
  • Sunwood Drive Concrete Pavement Improvements
    • Concrete pavement needs repairs in numerous areas, especially in crosswalks
    • Work not budgeted in 2016
    • Weighing options for temporary pavement repairs in 2016
    • Permanent repairs proposed for 2017
  • Sunwood Drive Striping Improvements
    • Coordinate with concrete pavement improvements

  • Gibbon Street & 173rd Avenue Drainage Improvements Feasibility Report to be discussed in May
  • Woodland Green Park drainage issues - Dead trees were all removed, request to dig hole in middle of pond
