Title:
Alcoholic Beverages in City Parks
Purpose/Background:
In 1978, two City of Ramsey ordinances were enacted that prohibit alcohol in city parks with few exceptions, In 2010 and 2011, City Council approved special events permits allowing alcohol for the concert series in the Draw Park. In 2011, Council discussed amending City Code to allow for alcohol in some city parks. No further Council action was taken and city ordinances were not amended related to alcohol in the parks.
Staff has no concerns related to the consumption of alcohol at the Draw during concert events. Staff would like Council direction on either amending current City Code or continuance with the special events permit process. Conflicts or ambiguity in ordinances are problematic for enforcement.
