Title:
PUBLIC HEARING: Consider Preliminary Plat Approval of COR THREE North Commons; Case of Purmort Homes, Inc. (Project No. 16-63)
Purpose/Background:
The purpose of this case is to consider a recommendation for a Preliminary Plat (Major Plat) for a 13 lot single-family subdivision located north of Bunker Lake Boulevard. This plat was previously approved by the City; however organic soil conditions were discovered and this portion of the project was canceled. Four (4) lots abutting North Commons Park on the east side of Zeolite Street were completed from the original project.
Purmort Homes, Inc., has applied to complete the remaining thirteen (13) lots and understands the soil correction needs. Please note that the attached plan set is titled Final Plat. However, the Planning Commission is processing this plan set as Preliminary Plat. The Developer is simply avoiding preparing multiple plan sets. Staff finds this acceptable, as the plan set includes more detail than required at this stage, a benefit to the Planning Commission's review.
The previous case granting approval of the case is included as background information.

Notification:
Staff attempted to notify all Property Owners within 700 Feet of the Subject Property of the Public Hearing.
Observations/Alternatives:
The proposed lot sizes are generally slightly larger than the existing single-family lots in this district of The COR. A shared stormwater pond is proposed in the rear yards of the proposed lots.
This project will also trigger the need to complete a regional stormwater improvement on the south side of Bunker Lake Boulevard. As this is a regional stormwater improvement, it is the responsibility of the City to construct. These improvements are paid by standard Stormwater Management Fees collected at the time of development, to which the Developer will contribute.
At the time of publishing of this agenda, no formal opposition is noted. However, the City has received questions and concerns about availability of parking due to lot size. Additionally, Staff has noted previous perception amongst existing homeowners that this property was expected to remain undeveloped. It is Staff's understanding that this parcel had been anticipated for development since the creation of the original Master Plan. The project has been reviewed by the City Engineer and Public Works Superintendent. The existing roadways are adequately design to accommodate this development proposal.

Funding Source:
All costs associated with processing the Application are the responsibility of the Applicant. No City Fees are being requested for required improvements associated with the individual development. This development will, however, trigger the need to complete a regional stormwater connection, which is an obligation of the City. This project will be considered concurrently by the City Council upon consideration of this subdivision request.
Recommendation:
Staff recommends approval of the Preliminary Plat, contingent upon revisions as outlined in the attached Staff Review Letter.
Action:
Motion to recommend that the City Council approve the Preliminary Plat known as COR THREE North Commons.
