Adopt Resolution #16-06-111 Approving Plans and Specifications and Authorizing Bids for Improvement Project #16-00 Division B, 2016 Mill and Overlay Improvements
Purpose/Background:
Purpose:
The purpose of this case is to consider adopting attached Resolution #16-06-111 approving plans and specifications and authorizing bids for Improvement Project #16-00, Division B; 2016 Mill and Overlay Improvements.
Background:
City of Ramsey Improvement Project #16-00 Division B proposes to mill and overlay the existing bituminous pavement on approximately 0.8 miles of Sunwood Drive between Sunfish Lake Boulevard and the bridge located between 147th Lane and Krypton Street, along with miscellaneous appurtenant improvements. A copy of the plans and specifications are attached to this case. The title sheet depicts the location and scope of the proposed improvements.
City staff visually inspects each public street segment throughout the City annually to determine pavement conditions. Staff uses the Pavement and Surface Evaluation Rating (PASER) method to assign a numerical rating between 1 and 10 to each street segment. Streets with a PASER rating of 1 are considered to need a complete reconstruction, while streets with a PASER rating of 10 are considered to be new pavement sections. PASER ratings for the segment of Sunwood Drive proposed to receive mill and overlay improvements in 2016 are between 4 and 5 making it a timely candidate for mill and overlay improvements. The proposed improvements should extend the life of the pavement approximately 20 years, at which time a second mill and overlay project will likely be proposed.
This segment of Sunwood Drive was constructed in 1996 with B618 concrete curb and gutter, a storm sewer system, and an average of 3½ inches of bituminous pavement over 4 inches of class 5 aggregate base. The street is 30 feet wide between Sunfish Lake Boulevard and 145th Lane, and 40 feet wide over the remainder of the segment. The right-of-way is 80 feet wide throughout the corridor. Sanitary sewer and water supply systems exist throughout the corridor but both are in good operating condition and should not require improvements over the estimated design life of the proposed improvements (20 years).
Proposed improvements include removing and replacing approximately 200 feet of damaged concrete curb and gutter, milling 2 inches of bituminous pavement off the top of the existing pavement section and adding 2 inches of new bituminous pavement on top of the milled base course, and other appurtenant improvements including utility casting adjustments and upgrading two pedestrian curb ramps where the trail crosses the “eyebrow” north of Sunwood Drive at the east end of the project.

Notification:
If Council approves plans and specifications and authorizes advertising for bids, bid advertisements will be published in the City’s official newspaper, the Anoka County Union Herald, as well as in Finance and Commerce, on June 17th and June 24th.

Staff anticipates receiving favorable bids for this project, which would be presented to Council for consideration of awarding a construction contract to the lowest responsible bidder on July 26th. If a contract is awarded, work would begin in August and be completed in September. An Assessment Hearing would then be held on October 11th.

Funding Source:
The engineer’s estimate is $299,700 for the proposed improvements. This amount includes 14% indirect costs for administrative, engineering, finance and legal costs. The project is proposed to be funded using a combination of street overlay bond proceeds, special assessments to benefiting properties, and stormwater funds in the following estimated amounts:
- Special assessments = $2,850 (3 benefiting properties are each proposed to be assessed $950)
- Street overlay bond funds = $282,000 ($300,000 in street overlay bonds were issued to cover project costs, including costs to be recovered through special assessments to benefiting properties)
- Stormwater utility funds = $17,700
Recommendation:
City staff recommends Alternative #1.
Action:
Adopt Resolution #16-06-111 approving plans and specifications and authorizing bids for Improvement Project #16-00, Division B; 2016 Mill and Overlay Improvements.
