Title:

Authorize the Reconditioning of Tennis Courts at Rivers’ Bend Park

Purpose/Background:

The purpose of this case is to approve the reconditioning of 4 (four) tennis courts at Rivers’ Bend Park; and also note that the entrance monument at the park will need to be replaced in the near future.

Both improvements were initially installed with the park's creation in the later part of the 1980's.  The tennis courts have been refurbished several times over the years, and the cedar wood-beam monument has also been repainted and 'patched-up' with concrete a few years ago.

Notification:

No notifications are required, but several of the twice-weekly tennis court users had been apprised that this case was scheduled to be heard at the regular July, 2016 Park and Recreation Commission meeting for a recommendation to City Council. One non-resident was at the meeting advocating for the repairs, and several people submitted e-mails requesting the same.

Observations/Alternatives:

Tennis Courts

Park and Recreation intern, Nathan Greenwald collected information on costs and options on the tennis courts, and presented his findings to the Commission. It was determined that the best option was for a complete reconditioning of the tennis courts with the  Armor™ crack repair system, utilizing the contractor with the lowest quote.  (Surface Pro of Anoka, Minnesota.)  It is believed that the tennis courts could be reconditioned before the end of August, (they would be unavailable for a few work days while under construction).

Park Monument/Sign

As for the monument replacement, staff will be organizing options and costs.  At the same time, staff is investigating city-wide way-finding signage and developing iconic signage methods relative to Ramsey's brand.  The monument replacement should be considered within this process, anticipated to occur over the next months.


 

Funding Source:

For the tennis court resurfacing, the recommended funding source is the Capital Maintenance Fund, formally known as ‘Park Maintenance Fund ’ which has a present balance of approximately $366,000.
 

Recommendation:

Staff recommends proceeding with the reconditioning of the tennis courts as soon as practicable, due to their regular use.  The recommended primary contractor would be Surface Pro LLC. at a not-to-exceed cost of $30,000 (complete court repair and color-coating of $19,000, including the crack repair system of $11,000).  A contingency amount of $6,800 for net post removal and replacement was also a part of the Park and Recreation Commission's recommendation. Additional quotes will be obtained for this work as well.



 

Action:

Motion to approve the reconditioning of the tennis courts at Rivers' Bend Park at a not-to-exceed cost of $36,800, to be funded from the Capital Maintenance Fund.
