Title:

Adopt Resolution #16-08-150 Approving Final Plat and Development Agreement for COR THREE North Commons; Case of Purmort Homes, Inc. (Project No. 16-63)

Purpose/Background:

The purpose of this case is to consider Final Plat approval a 13 lot single-family subdivision located north of Bunker Lake Boulevard. This plat was previously approved by the City; however higher than anticipated development costs were discovered and this portion of the project was canceled. Four (4) lots abutting North Commons Park on the east side of Zeolite Street were completed from the original project.

The previous case granting approval of the case is included as background information. Note: approval this evening is contingent upon final review of the City Engineer to ensure all comments within the Staff Review Letter have been addressed.

Notification:

Staff attempted to notify all Property Owners within 700 Feet of the Subject Property. Staff has received a mix of support an opposition to the project. For those expressing concern, the primary concern is availability of on street parking. The City Engineer has noted that the thirty-one (31) foot wide road (face of curb to face of curb) is sufficient for on-street parking on both sides of road. However, these comments were raised during early design workshops. None of these comments have been submitted as part of the official public record.

Observations/Alternatives:

The proposed lot sizes are generally slightly larger than the existing single-family lots in this district of The COR. A shared stormwater pond is proposed in the rear yards of the proposed lots. The proposal has been modified since Preliminary Plat, with a net density of four (4) units per acre, acceptable to Zoning Code.

This project will also trigger the need to complete a regional stormwater improvement on the south side of Bunker Lake Boulevard. As this is a regional stormwater improvement, it is the responsibility of the City to construct. These improvements are paid by standard Stormwater Management Fees collected at the time of development, to which the Developer will contribute.

Additionally, Staff has noted previous perception amongst existing homeowners that this property was expected to remain undeveloped. However, no formal objection was raised at the Public Hearing. It is Staff's understanding that this parcel had been anticipated for development since the creation of the original Master Plan. The project has been reviewed by the City Engineer and Public Works Superintendent. The existing roadways are adequately design to accommodate this development proposal.

Funding Source:

All costs associated with processing the Application are the responsibility of the Applicant. No City Fees are being requested for required improvements associated with the individual development. This development will, however, trigger the need to complete a regional stormwater connection, which is an obligation of the City. This project will be considered concurrently by the City Council upon consideration of this subdivision request.

Recommendation:

The Planning Commission recommends approval of the Plat, contingent upon revisions as outlined in the attached Staff Review Letter.

Action:

Motion to adopt Resolution #16-08-150 approving the Final Plat known as COR THREE North Commons, contingent upon final review of the Civil Engineering Plans by the City Engineer.
