Adopt Resolution #16-09-173 Approving Change Order #1 for 2016 Mill and Overlay Improvements; Improvement Project 16-00 Division B
Purpose/Background:
Purpose:
The purpose of this case is to approve Change Order #1 for 2016 Mill and Overlay Improvements; Improvement Project 16-00 Division B.
Background:
City of Ramsey Improvement Project #16-00 Division B proposed a full-width 2” mill and overlay of the existing bituminous pavement on approximately 0.8 miles of Sunwood Drive between Sunfish Lake Boulevard and the bridge located between 147th Lane and Krypton Street, as well as the removal and replacement of approximately 200 feet of concrete curb and gutter, numerous utility casting adjustments and repairs, upgrades to two pedestrian curb ramps where the trail crosses the “eyebrow” north of Sunwood Drive at the east end of the project, and miscellaneous appurtenant improvements.
Mill and overlay improvements are anticipated to extend the life of the pavement approximately 20 years, at which time a second mill and overlay project will likely be proposed. Therefore, as part of overlay projects Staff reviews the existing curb and gutter throughout the corridor and marks sections that need to be removed and replaced due to cracking and failing joints that will allow stormwater runoff to infiltrate through the curb and into the pavement base and subgrade which weakens the pavement base and increases the potential for pavement damage associated with freeze-thaw cycles. This work is then completed by the contractor prior to the mill and overlay process. Curb and gutter also needs to be removed and replaced adjacent to storm sewer castings that are adjusted, replaced, or reset as part of the project. This project included work on over a dozen catch basin castings that called for the removal and replacement of 10 feet of curb and gutter on both sides of the castings.
As noted earlier, the plans called for 200 feet of curb and gutter removals to be completed. As the project began, the contractor observed significantly more than 200 feet of curb and gutter being marked for removal. It was then determined that the plans identified only curb and gutter removals adjacent to catch basin castings and along the two upgraded pedestrian curb ramps. The plans included no provisions for curb and gutter removals elsewhere along the corridor. In total, Staff identified 534 linear feet of concrete curb and gutter removals required along the project corridor in addition to the removals needed for catch basin casting work and the two pedestrian curb ramp upgrades, which total 172 linear feet.
To prevent project delays Staff negotiated a linear foot cost with the contractor for removing and replacing the additional curb and gutter. The negotiated cost incorporates the necessary additional traffic control, sawcutting curb and gutter on both ends of the removal areas, removing curb and gutter, repairing adjacent pavement damage, and pouring new curb and gutter. The negotiated cost for this work is $50 per linear foot, which is about $9 per foot more than the original bid price for curb and gutter removal and replacement. Staff believes this is a reasonable cost considering the additional work involved. This work results in a project cost increase of $26,700.
It was also discovered during construction that a catch basin needed to be reconstructed by hand using block and mortar instead of using a prefabricated concrete catch basin as specified in the plans. This was due to the existing elevations and geometry of the storm sewer pipes. This additional work results in an increased project cost of $1,800 ($4,000 for the 48" hand built catch basin minus $2,200 for the prefabricated catch basin that will no longer be paid for through the contract).
It is also worth noting that during construction it was discovered that five areas of Sunwood Drive were constructed with less than 2-inches of bituminous pavement. Therefore, approximately 1½“ of the existing aggregate base was removed in each area and approximately 1½” of base bituminous pavement was placed on top of the remaining compacted aggregate base to provide a minimum of 3½“ of bituminous pavement along these segments of Sunwood Drive. The additional pavement tonnage required to complete this work is proposed to be paid using the existing bituminous pavement pay item, which the contractor approves of.
The extra work addressed within Change Order #1 results in a total project cost increase of $28,500, though the total cost of the Change Order equals $30,700.

Funding Source:
Additional funding associated with Change Order #1, which totals $30,700, is proposed to be paid from the Street Overlay Bonds that were secured for this project in the amount of $300,000. Total project cost, including Change Order #1 and 14% indirect costs covering administrative, engineering, finance and legal fees, is estimated at $232,783.68 which is significantly less than the amount bonded for this project.
