Title
Approve JPA Authorizing Anoka County to Utilize City Trail Easement
Purpose/Background:
The purpose of this case and Joint Powers Agreement, is to permit Anoka County Parks to construct a trail over a triangular shaped trail easement at the east end of the terminus of 142nd Avenue in Alpaca Estates, approximately 2,500' feet due south of City Hall, south of Hwy #10 and Riverdale Drive. The easement was procured consistent with the strategic goal of a 'Connected Community', in anticipation of the opportunity to connect the aforementioned neighborhood to Mississippi West Regional Park, and Ramsey's trail system. The easement was provided at no cost to the City, and conveyed by PSD Inc.
The last attachment shows the scope of the approximate $900,000 trail project that spans the width of the regional park, connecting neighborhoods on both sides. Construction is anticipated to start May/June 2017.

Funding Source:
There is no funding required from the City of Ramsey for this trail project.
Anoka County is funding the trail construction from $350,000 in Park and Trail Legacy funds, and $537,139 in Federal TAP* monies.
*Transportation Alternatives Program (TAP) are Federal highway and transit funds set-aside under the Surface Transportation Program (STP) for community-based "non-traditional" projects designed to strengthen the cultural, aesthetic, and environmental aspects of the nation's intermodal transportation system.

Recommendation:
Staff recommends approval of the Joint Powers Agreement.
