Title:

Request to Renew an Interium Use Permit to Allow for a Temporary Modular Office Structure; Case of the City of Ramsey Public Works Department

Background:

In 2005, the Ramsey Public Works Department was approved for an Interim Use Permit to place a temporary modular office structure on the same parcel as their existing facility. The Public Works Department was in need of more inside storage and therefore plans to convert the existing office space into additional storage and relocate those offices into the temporary modular office structure. The interim use permit has a term of five years and it is time to renew.
 

Notification:

In accordance with State Statute, City Staff attempted to notify all property owners within 350 feet of the subject property of the request for renewal of permit.
 

Observations:

The Public Works Department has installed a modular office structure on their site located on Jaspar Street to provide adequate office space for their staff as well as a lunch room and training area. The modular office structure is connected to sewer and water to accommodate the restroom facility and there is sufficient off street parking to support the use. As the Council is aware, the City purchased the Bury & Carlson site with the intent of relocating the Public Works campus at some point in the future. At this time, budget does not allow for that relocation, so the Public Works Department has requested the extension of the IUP for another five years.
 
 
During the past five years the City has received various complaints regarding the appearance of the Public Works site. City Staff has worked to address those concerns and brought forward a plan this past summer to the Public Works Committee for recommendation and approval. Several of the non-conformities that were observed at the time of an inspection in July have been addressed. The non-conformities and suggested mitigation we found at that visit were as follows:
• Grass exceeding one foot in height
• Accumulation of waste
o Minor accumulation of tree trimmings (should have management plan for burning/chipping; may want to consider some sort of screening),
o Waste storage area should be screened
• Off-Street Parking
o Motor Vehicles in impound lot should be on paved surface,
o All parking and maneuvering areas need to be paved (consider Site Plan for alternative surfacing material)
• Outdoor storage
o Allowed for up to 30% of the site. We believe this site meets these criteria.
o Storage on the site has been consolidated and neatly stacked as opposed to spread out over the site in a more haphazard fashion which it was before.
 
At their regular meeting in May, the Public Works Committee recommended the Public Works site to move forward with this plan and provide the City Council a site plan for consideration for areas which would be graded and covered with Class V. Additionally, the Committee recommended storing tires inside to reduce areas where standing water can accumulate and attract mosquitoes. This process for Site Plan approval does still need to be done, but that is separate from the IUP.
 

Recommendation:

City Staff recommend the City Council approve this request for an extension to the Interim Use Permit.

Motion to adopt Resolution #10-12-___ adopting Findings of Fact #____ relating to City’s request for a renewal of an Interim Use Permit for a temporary modular office structure at the Public Works Site.

Motion to approve the City’s request for a renewal of the Interim Use Permit for a temporary modular office structure at the City’s Public Works site, based on the findings of fact, and adopt Resolution #10-12-___ declaring terms of same.

Motion to deny the issuance of an Interim Use Permit to City of Ramsey Public Works Department for a temporary modular office structure, based on the findings of fact.
