1. Consideration of Recommending City Council Approval of Draft Water Supply Plan: Ratify the recommendation of the Public Works Committee that City Council recommend that the working document of the Draft Water Supply Plan be forwarded to the Environmental Policy Board and Planning Commission before it is reviewed by the City Council.

Update on Anoka County Highway Department Flashing Yellow Arrow Signal System Improvement Projects: Ratify the Consensus of the Committee for City Council to recommend this plan move forward coinciding with Anoka County and proceed with the study on both intersections with the condition that the study cost is under $2,400.
Purpose/Background:
1. Consideration of Recommending City Council Approval of Draft Water Supply Plan: Staff reviewed the plan with the committee and reported that all public water suppliers in Minnesota that operate a public water distribution/supply system, serve more than 1,000 people and/or all cities in the seven-county Twin Cities metropolitan area, must have a Water Supply Plan (WSP) approved by the Minnesota Department of Natural Resources (MNDNR). The WSP’s must be updated and submitted to the MNDNR for approval every ten years. Motion to ratify the recommendation of the Public Works Committee that the working document of the Draft Water Supply Plan be forwarded to the Environmental Policy Board and Planning Commission before it is reviewed by the City Council.

1. Update on Anoka County Highway Department Flashing Yellow Arrow Signal System Improvement Projects:
City Engineer Westby provided an update on Anoka County's plan to convert three of their signal systems in the City of Ramsey to include flashing yellow left-turn arrow operations in 2017. He then asked the Public Works Committee for input on whether the intersection of Armstrong Boulevard/CSAH 83 and Sunwood Drive/147th Avenue should be studied for future flashing yellow arrow conversion. He noted the study considers crash reports and traffic data to determine if flashing yellow arrows are warranted. Motion to ratify the Consensus of the Public Works Committee for City Council to recommend studying the intersection of Armstrong Boulevard/CSAH 83 and Sunwood Drive/147th Avenue for future flashing yellow left-turn arrow improvements at the time Anoka County studies the intersection of Armstrong Boulevard/CSAH 83 and Bunker Lake Boulevard/CR 116, contingent on study costs being $2,400 or less.
