Project costs exceed the contract amount due primarily to the extensive cracksealing needed on streets in this year's sealcoat program. Cracksealing quantities also overran due to the significant cracks that formed between the pavement and gutter on many of the streets. To prevent similar cost overruns due to higher than anticipated crackseal quantities on future sealcoat projects, staff will increase crackseal quantity estimates for streets with lower PASER ratings (more cracking), and will more closely account for gaps that occur between the pavement and gutter when completing cost estimates.  Similarly, Staff will consider reducing estimated crackseal quantities for streets with higher PASER ratings (less cracking) within the program.
