Title:
Review Concept Plan for Pearson Farm; Case of Capstone Homes
Purpose/Background:
The purpose of this case is to provide preliminary feedback for a future plat currently known as Pearson Farm. This is not an official application at this time, but does include several unique subdivision aspects that the Planning Commission will be addressing:
- Comprehensive Plan Amendment (subsequently a Zoning Amendment)
- Use of Planned Unit Development District
- Lot Sizes
- Setbacks
- Mandatory Environmental Review
Notification:
Notification is not required at this time, but will occur with future steps.
Observations/Alternatives:
As this is a conceptual plan at this point, Staff has not prepared a full report. Staff will prepare a more detailed presentation at the meeting. Staff is forwarding at this stage to introduce the concept early, especially in light of mandatory environmental review required by State Law. The Developer desires initial feedback on the concept before starting the official review process. The entire review process (City, State, Watershed, etc.) will likely mean a construction start date of approximately July.
Funding Source:
This case is being handled as part of normal staff duties.
Recommendation:
Staff has no recommendation at this point relative to the sketch plan, but does recommend that Commissioners familiarize themselves with the site and associated parks and trails in the vicinity (proposed and existing).
Action:
No action requested/recommended. Provide preliminary feedback only.
