Update: Shovel Ready Reports Completed
Purpose/Background:
Per the attached case memo (06/02/2016), WSB & Associates was retained by the City to complete/ prepare/ obtain various documents related to the future development of various city-owned properties (survey, title work, phase I ESA, if needed phase iI ESA, utility information, site pics, soil borings, etc.). This information, as a whole, is often times referred to as "shovel-ready" pre-development information. This information is very useful for a developer considering the purchase and development of land.
The State of Minnesota has a program known as "Minnesota Shovel Ready Sites" which certifies this work, and plugs said certifications into the State of Minnesota's marketing pipeline. NOTE: the State of Minnesota marketing efforts, and shovel ready certification program, is not geared towards retail, residential, or mixed properties. This program is geared towards industrial land (i.e. manufacturing, warehouse, office, etc.).
WSB & Associates has completed all work necessary to apply to the State Shovel Ready Program, including pre-filling applications. Attached to this case is a simply overview of each site (3-4 pages). NOTE: the actual findings/ reports for each site are several hundred pages. Future Business Park
Overall site appears to be clean. The large soil mound is not buildable material, and will need to be moved. There is debris across the site from people camping. Arterial infrastructure partially completed. Now that the business park will include the former Legacy Christian Academy site (i.e. 65 acres has been added), staff would like complete a shovel ready report for that site as well, and combined the two reports. Then, staff will obtain the State of Minnesota certification.

This site did not come up clean. Soil vapor and water contamination exists (per the Phase II ESA). Additional work is needed on this site, including reporting to the MPCA. Likely, a limited site investigation (LSI) will be needed. Staff does not intend to obtain a State of Minnesota certification for this site until these items are resolved.
