Title
Adopt Resolution #17-04-087 to Hire Seasonal Public Works Maintenance Workers and an Engineering Intern
Purpose/Background:
The purpose of this case is to request authorization to hire Seasonal Employees and an Engineering Intern. Annually the City employs Seasonal Public Works Maintenance Workers to perform work in the Parks, Streets, and Utilities Divisions of Public Works and Interns to work in Administrative Services, Community Development, Engineering, and Parks.
The process to fill these positions includes an open competitive recruitment, interviews, background checks, pre-employment testing, City Council approval to hire and on-boarding.
At this time, staff selected one qualified entry level seasonal candidate; as well as two qualified semi-entry level seasonal candidates (to work in the semi-entry level seasonal role as allowed by the 2017 - 2018 AFSCME labor agreement) and one qualified intern. All candidates have passed the pre-employment screenings and staff recommends hiring the candidates listed below.

Notification:
Entry level seasonal pay: First year seasonal employees earn $10.00 per hour. Each year that seasonal employees return they received a twenty-five cent per hour increase in pay, to a maximum of $12.00 per hour.
Semi-entry level seasonal pay: Per the AFSCME labor agreement, semi-entry level employees earn 80% of step 1 on the Maintenance Worker pay scale, with no increase upon re-hire.
Intern pay: The intern pay scale ranges from $12.00 per hour to $14.00 per hour, depending on qualifications.

Observations/Alternatives:
Option #1 To hire the selected 2017 Seasonal Public Works Maintenance Workers and Temporary Intern.
Option #2: Not moving ahead with hiring the Seasonal Public Works Maintenance Workers and Temporary Intern. Staff does not recommend this option due to the inability to meet the highly labor intensive seasonal work demands in the Public Works Department; as well as the much needed support provided by the temporary Intern.

Funding Source:
The funding required to fill these positions is included within the approved 2017 budget.
Recommendation:
Staff recommends option #1 above, hiring the following 2017 Seasonal Public Works Maintenance Workers and Temporary Intern:
- Entry level seasonal employees: Returning for the second year or greater: Taylor Moshier at $10.50 per hour with start date on or near April 3, 2017.
- Semi-entry level seasonal employees: Tim Barrett and Tom Marks at $16.91 per hour with a start date on or near April 3, 2017.
- Engineering Intern: Ben Vrchota at $13.50 per hour with start date on or near May 22, 2017.
Action:
Motion to adopt resolution #17-04-087 to hire the following employees:
- Entry level seasonal employees: Returning for the second year or greater: Taylor Moshier at $10.50 per hour with start date on or near April 3, 2017.
- Semi-entry level seasonal employees: Tim Barrett and Tom Marks at $16.91 per hour with a start date on or near April 3, 2017.
