Title:
QUICK CASE: Appoint Ad-Hoc Subcommittee Members to Update Housing Plans
Purpose/Background:
The purpose of this case is to appoint a member of the EDA to an ad-hoc housing sub-committee to update the City's Housing Plan. A Housing Plan is a required component of the 2040 Comprehensive Plan Update. Two Planning Commissioners (Randy Bauer, Cindy Nosan) have been appointed from the Planning Commission. The City Council requested that one EDA member be appointed. The group is following a three (3) member structure that was utilized in 2012 to update housing plans and policies.

Observations/Alternatives:
The Planning Commission has been integral in establishing housing policies and plans for the community. The City does not have a Housing Committee or Housing and Redevelopment Authority to focus on housing issues and policy. The Planning Commission has served in this role in the past. In 2014, an ad-hoc sub-committee of the Planning Commission was established specifically to create a Housing Assistance Policy. The EDA plays an integral role due to certain financial strategies and real estate management.
Both the Housing Plan and Housing Assistance Policy are in need of update for a variety of reasons. Most notably, Staff believes there is a more effective way to retain the structure of both documents and coordinate with the City's Business Subsidy Policies, also in need of update. The EDA will be taking a proactive role in the update of the Comprehensive Plan Update - Economic Development Plan and updates to the City's Business Subsidy Policies. The EDA will also have a key role in the financial component of the City's housing plans. In essence, this board will be an equal partner with the Planning Commission in updating the City's Housing Plans.

Funding Source:
Updates to the Housing Plans are being handled as part of normal Staff duties.
Recommendation:
Staff recommends the Planning Commission to appoint two (2) Planning Commissioners to the Ad-Hoc Housing Committee to update the City's Housing Plan. The City Council requested one (1) EDA member also be appointed.
NOTE: this appointment will require attendance to a meeting 1x per month, for the next 4-8 months. Meetings will be scheduled based on the availability of committee members (TBD). The number of meetings is variable, depending on the direction of the committee.
Action:
Motion to to appoint one (1) EDA Member to the Ad-Hoc Housing Committee to update the City's Housing Plan.
