Report from Public Works
Background:
The Public Works Committee met on Tuesday, November 16, 2010 and discussed the following four cases:
Case #1: Consider Initiating Landscape Improvements for North Park within the COR
Staff reviewed the staff report and stated the purpose of this case is to discuss modest landscape improvements for the park, including the development of community garden space, and noted that there is a waiting list for garden space. Staff explained that the area residents have expressed interest in maintaining these improvements, and that there may be an expectation of at least placing topsoil at the site such that the boulevards could be mowed, as there is sparse weeds presently. The discussion by the Committee included the observation that the City just spent three million across the road and this was in the same development and it is not in the budget and they don’t want to rely on the public to maintain it.
Discussion continued that topsoil should meet the city’s new specification, and that creative funding sources should be looked at. Staff suggested that one concept to explore was selling a few lots of public land in the vicinity (including ‘North Park’), could be looked at; with these proceeds being specifically directed towards the parks development. Staff was asked to return with the estimated costs and benefits of creating lots for resale; and noted that this wouldn’t preclude moving ahead with the landscape improvements in the spring if approved by Council. Action:
Motion to table until the Committee receives further information.
Case #2: Preview 2010-2011 Winter Ice Skating Maintenance
Staff reviewed that each December when the weather gets cold enough, staff begins flooding the ice rinks around-the-clock, with the warming houses scheduled to be open December 17th. In addition to the rinks at Ramsey Elementary and Central Park, there will also be ice made at Bear Park and that some ice skating opportunities at The Draw will be explored.

Case #3: Discussion of Options for Parking Signs on Private Streets in Townhome Developments
Background:
Staff requested the Committee’s input on whether it is reasonable to compromise on the cost of installation of no parking signs on private streets in 2 residential townhome developments within the City. The overall cost to fabricate and install the signs is approximately $225/sign; with the home owners association picking up $150/sign for materials and staff time to make the signs, and the City handling the installation. This ensures that the signs will be made to strict specifications and that they will get installed in locations and to standards that will allow adequate enforcement.
The City attorney must prepare an agreement to be executed with each home owners association stating that this is a one time action, and that the association will be responsible for ownership and maintenance of all signs in perpetuity.
Motion to recommend that the City Council authorize the proposed compromise for the installation of no parking signs on private streets in 2 residential townhome developments, which gives the City the ability to enfoirce such parking restrictions.
Action:
Ratify the recommendation of the Public Works Committee.
Case #4: Consider Right-of-Way Permit for the Installation of a Driveway along Variolite Street at 7619 157th Avenue NW
Background:
Staff discussed they were approached by a resident at 7619 157th Avenue NW requesting a right of way permit to install a driveway along Variolite Street to access the rear of their property to construct of an accessory structure (garage).
The Committee discussed this is a reasonable request but had concerns about the future and what would happen to the access when variolite Street realized higher traffic demands in the future as a north-south collector road.
Staff recommended the access component be submitted as part of an all-encompassing permit request for the proposed access onto Variolite along with construction of their outbuilding. That way staff could review the entire package at the same time instead of separate permits through separate departments independant of one another. This permit would include investigation of alternative driveway locations not onto Variolite, and whether that would be feasible.
Motion to recommend staff investigate putting the driveway on the west side and if that proposal became a hardship that this be brought back with Findings for reconsideration.
