Title:

Consider Recommending City Council Approval of Plans and Specifications for Sunwood Drive Striping Improvements, Improvement Project #17-04

Purpose/Background:

Purpose:
The purpose of this case is to consider recommending City Council approval of plans and specifications for Sunwood Drive Striping Improvements, Improvement Project #17-04.
 
Background:
The existing striping along Sunwood Drive between Armstrong Boulevard and Ramsey Boulevard is missing or faded in many areas, and some areas are not striped appropriately based on development that occurred since the street was originally striped. Staff therefore prepared plans for completing striping improvements along Sunwood Drive, Improvement Project #17-04.
 
Staff presented preliminary plans for these improvements to the Public Works Committee on April 18th.  Based on feedback received from the Public Works Committee at that meeting, Staff has completed draft plans, which are attached.

In summary, the draft plans replace all existing center two-way turn lanes with dedicated left turn lanes based on existing access locations.  Several dedicated right turn lanes were also added.
 
The plans incorporate dedicated left turn lanes for westbound driver’s to use to turn left into Casey's gas station and store, the west Residence at the COR driveway, and the new segment of Yolite Street to be constructed with the Stonebrook development.
 
Dedicated right turn lanes were also added along eastbound Sunwood Drive at Yolite Street and at Casey’s, as well as on westbound Sunwood Drive at Center Street.

Timeframe:

Staff estimates 5 minutes will be required to present this case and respond to questions.

Attached are draft plans for Improvement Project #17-04 as prepared by City staff.
 
Staff will present the attached plans to Council on June 27th to request approval of plans and specifications and authorization to advertise for bids.  This will allow the proposed striping improvements to be complete in August, before Happy Days occurs.
 
Striping improvements on each end of Sunwood Drive, east of Rhinestone Street and west of Zeolite Street, are proposed with the 2017 Crackseal and Sealcoat Improvements project.  On June 27th, Council will consider awarding a construction contract for the crackseal and sealcoat improvements, which is proposed to be complete in August.  This will allow all striping on Sunwood Drive to be complete before Happy Days.

Alternatives:
Alternative #1 – Motion recommending City Council approval of plans and specifications for Sunwood Drive Striping Improvements, Improvement Project #17-04.

Alternative #2 – Motion of other.

Funding Source:

The engineer’s estimate for construction costs is $16,842.10.  Total project costs, including 23% indirect costs, is $20,715.78.
 
Staff proposes to fund the proposed striping improvements using the Public Improvement Revolving Fund, which has a current balance of approximately $4,000,000.

Recommendation:

Staff recommends alternative #1.

Action:

Motion recommending City Council approval of plans and specifications for Sunwood Drive Striping Improvements, Improvement Project #17-04.
