Title:
Report on Yard Waste Disposal Options
Purpose/Background:
During Citizen Input at the June 23, 2017 City Council meeting, a concern was raised regarding options for disposal of yard waste in Anoka County. The purpose of this report is to simply outline what current opportunities exist for residents of Ramsey.
Contracted Service
Most, if not all, of the garbage haulers licensed to operate in Ramsey offer a subscription yard waste service during the summer months. Residents can check with their hauler for applicable rates, program details, etc. This service typically includes a cart similar to the recycling and garbage carts that is specifically intended for yard waste (grass clippings, leaves, brush) and scheduled collection days.
County Compost Sites
Anoka County does operate two (2) compost sites in Coon Rapids and Lino Lakes. Both facilities are now open year round (only on Saturdays December-March). There is no charge for up to four (4) cubic yards (generally considered to be about the area of a standard bed of a pick-up truck) of leaves, grass and other non-woody yard waste. There is a fee charged for more than four (4) cubic yards ranging from $5.00 (5-8 cubic yards) up to $20.00 (17-20 cubic yards). Woody debris, such as branches, trunks, and logs are also accepted for a fee that ranges from $6.00 per cubic yard (branches/trunks/logs six [6] inches or less in diameter) up to $20.00 per cubic yard (branches/trunks/logs eighteen [18] inches or greater in size). Stumps are also accepted for a fee ranging from $20.00 per cubic yard up to #40.00 per cubic yard depending on stump diameter.
Potential Local Option
In recent years, the state of MN has amended the permitting requirements to exempt small scale composting sites from the permitting standards. Small scale is defined as less than forty (40) cubic yards on site at any given time. Thus, if the City desired, it could provide a local yard waste drop-off opportunity for the community as long as it remained under the small scale threshold. At this time though, there is neither the space nor the staffing resources to provide this service (and spacing will be even more limited should portions of the public works campus be developed). However, the City has had preliminary discussions with ACE Solid Waste about potentially having a dumpster placed at the Public Works campus during the fall for more convenient leaf and pumpkin disposal. This is only conceptual at this time and once again, details such as spacing and monitoring have not been determined to know if it is even feasible.
