Adopt Resolution #17-07-181 Accepting Bids and Awarding Contract for Improvement Project #17-04, Sunwood Drive Striping Improvements
Purpose/Background:
Purpose:
The purpose of this case is to adopt Resolution #17-07-181 accepting Bids and awarding a Contract for construction for Improvement Project #17-04, Sunwood Drive Striping Improvements.
Background:
The existing striping along Sunwood Drive between Armstrong Boulevard and Ramsey Boulevard is missing or faded in many areas, and some areas are not striped appropriately based on development that occurred since the street was originally striped. Staff therefore prepared plans and specifications for completing striping improvements along this segment of Sunwood Drive in 2017, which is Improvement Project #17-04.
On April 18, 2017, Staff presented preliminary plans for proposed Sunwood Drive striping improvements to the Public Works Committee. Based on feedback received Staff prepared draft plans and specifications and presented them to the Public Works Committee on June 20, at which time the Public Works Committee recommended City Council approval.
In general, the draft plans replace all existing center two-way turn lanes with dedicated left turn lanes for public streets and private accesses per existing access locations. In addition, several dedicated right turn lanes were added. More specifically, dedicated left turn lanes were incorporated for Casey's gas station and convenience store, the west driveway for the Residence at the COR apartments, and for the new segment of Yolite Street south of Sunwood Drive (to be constructed as part of the Stonebrook development). In addition, dedicated right turn lanes are proposed at Yolite Street, Casey’s, and Center Street.
No street sign removals or improvements are included in the plans since Public Works staff will complete this work in-house.

Funding Source:
The engineer’s estimate for construction costs is $16,842.10. Total project costs, including 23% indirect costs, is $20,715.78.
Funding for the proposed improvements is proposed through the Public Improvement Revolving Fund, which has a fund balance of approximately $4,000,000.
On June 27, 2017, the City Council approved plans and specifications and authorized advertising for bids. Bids were advertised on June 30 and July 7, 2017. On July 21, 2017, three (3) sealed bids were received and were publicly opened and read aloud. The bids were checked for errors and omissions, and were tabulated. All bids were found to comply with the advertisement for bids, and no adjustments were required. A summary of the bids is included below and in the attached resolution.

The bid of AAA Striping of St. Michael, Minnesota, in the amount of $17,131.30 for the total bid for construction of said improvements in accordance with the approved plans and specifications and advertisement for bids, is the lowest responsible bidder. Their bid is $5,295.05, or 31%, less than the engineer’s estimate.
Following award of contract, staff will issue a Notice of Award to AAA Striping to initiate execution of a contract and issuance of the required bonds and insurance. The City Attorney will verify that the contract, bonds, and insurance are in proper legal form prior to execution of the contract. Once a contract is executed, staff will issue a Notice to Proceed and construction may then begin.
A preconstruction meeting will also be conducted before construction begins. Staff will then update the City’s website to inform the public about the proposed improvements, and to relay other project information based on the Contractors input at the preconstruction meeting.
