Title:

Site Plan for Greenway Terrace (Project #16-84); Case of Aeon, LLC

Purpose/Background:

The purpose of this case is to review an application for site plan approval of Greenway Terrace.  This site is generally located south of 146th Avenue NW, west of Traprock Street NW, and North of East Ramsey Parkway and is identified as PID 28-32-25-13-0033.

Notification:

Notification of adjacent properties is not required for site plan approvals.

Observations/Alternatives:

Generally speaking, the proposed 54 unit apartment development appears to comply with most of the COR-4C zoning.  Staff has discussed with the Applicant the need for refinement to the front facade entrance and the Applicant is willing to provide a change in either materiality or color.  Staff is supportive of either option and will look to the Planning Commission for direction on architectural enhancements.  The Applicant has also indicated a willingness to alter the location of the trash enclosure so that it is located on the south side of the parking row it is currently shown within and that they will alter the enclosure material to match the materials used on the principal structure.

The Environmental Policy Board (EPB) reviewed the proposed Site Plan at its meeting on May 15, 2017 and recommended approval of the site plan with corrections as noted in the Staff Review Letter.

Alternatives

Alternative 1: Recommend approval of the requested Site Plan.  The proposed project appears to comply with the bulk standards of The COR Design Framework and the proposed use would be an asset to the COR development as well as the City of Ramsey.  Staff is supportive of this alternative contingent upon compliance with the Staff Review Letter.

Alternative 2: Recommend denial of the Site Plan as currently requested. If the Planning Commission desires to recommend denial it should clearly state its findings for the recommended denial and direct staff to prepare a resolution outlining those findings of fact.  As previously noted, the proposed project appears consistent with the provisions of City Code and The COR Design Framework.  Staff does not support this alternative.

Funding Source:

All costs associated with processing the Application are the responsibility of the Applicant.

Recommendation:

Staff recommends approval of Resolution #17-08-189 granting Site Plan approval of Greenway Terrace.

Action:

Motion to recommend City Council approval of Resolution #17-08-189 granting Site Plan approval of Greenway Terrace contingent upon compliance with Staff Review Letter dated July 27, 2017.
