Title:
PUBLIC HEARING: Consider a request for Preliminary Plat and Site Plan for Jaspar Industrial Park (Project #16-69); Case of Sharp Associates, LLC.
Purpose/Background:
The City has received an application for Preliminary Plat and Site Plan for Jaspar Business Park. The Applicant is proposing a 52,000 square foot multi tenant building for small or start up businesses in manufacturing and services. The project is poposed on the southeast corner of 143rd Avenue and Jaspar Street and east of the current public works facility. The Developer, Sharp & Associates, has proposed a three lot subdivision with one buildable lot for the proposed building and two outlots (one of which is potentially to site the future public works facility).
Notification:
City Staff attempted to notify all property owners within 700 feet of the Subject Property of the request via U.S. mail and published a notice of public hearing in the Anoka Union Herald, the City's official newspaper.
Observations/Alternatives:
The proposed project appears consistent with the zoning and future land use maps.
The preliminary plat and site plan appear to meet the minimum bulk standards of the City Code for the E-2 Employment District. In addition, building elevations have been provided which also appear to meet the bulk requirements related to building materials, colors, and architectural detail.
The Environmental Policy Board (EPB) reviewed the proposed site plan at its meeting on July 17, 2017 and recommended approval of the site plan with corrections as noted in the Staff Review Letter.
Alternatives
Alternative 1: Recommend approval of the requested Preliminary Plat, and Site Plan requests. The proposed project appears to comply with the bulk standards of the E-2 Employment District. Staff is supportive of this alternative contingent upon compliance with the Staff Review Letter.
Alternative 2: Recommend denial of the preliminary plat, and site plan as currently requested. If the Planning Commission desires to recommend denial it should clearly state its findings for the recommended denial and direct staff to prepare a resolution outlining those findings of fact. As previously noted, the proposed project appears consistent with the provisions of City Code. Staff does not support this alternative.

Funding Source:
The Applicant is responsible for all costs associated with this request.
Recommendation:
Staff recommend approval of the preliminary plat and site plan, contingent on revisions outlined in the Staff Review Letter.
Action:
Motion to recommend City Council adopt Resolution #17-08-193 approving the Preliminary Plat for Jaspar Business Park, and recommend adoption of resolution #17-08-194 approving the Site Plan for Jaspar Business Park, both contingent upon revisions outlined in the Staff Review Letter.
