Title:

Recommend 2017 Parks Capital Improvement Project(s)—Priority Trail Connections

Purpose/Background:

The purpose of this case is to advance two trail projects referenced by the 2017-2026 Capital Improvement Program (page 176).

The primary trail (specifically identified within the CIP) would be to connect the existing Trott Brook Trail by boardwalk west to Variolite Street.  This proposed link was the subject of two different grant applications to the MN DNR.  The City of Ramsey did not score high enough for funding in this highly competitive program, due to not being part of, or facilitating a regional trail connection.  Thus, Staff is recommending that the city proceed with development, utilizing Park Trust Fund monies from the Brookfield subdivision (various phases).  The attached DNR Trail Grant Application has considerable detail on this project, including location exhibits, budget etc,

The other trail project proposed would be a short trail segment, linking an existing neighborhood to The COR west of North Commons.  A location map is attached.

Notification:

A Public Hearing has been conduction on the 2017-2026 Capital Improvement Program.

Observations/Alternatives:

Relative to the Trott Brook Trail, the intention would be to advance this trail for City Council funding consideration in a not to exceed amount of $300,000.  The construction period may be over the winter period of 2017-18.

The short trail link project, connecting the two neighborhoods near North Commons would advance for Council consideration in terms of a mailer for public notification.  The project scope is not fully developed at this time.  However, it is estimated that the cost may be less than $30,000 for the bituminous trail, ADA pedestrian ramps, and trees with a naturalized pollinator landscape.

Funding Source:

Both trail projects would be funded from the Park Trust Fund, however, only the Trott Brook Trail is being considered fully for funding at this time.

Recommendation:

Staff recommends proceeding as indicated in the sample motions below.

Action:

Motion to recommend to City Council that the Trott Brook Trail project proceed for construction, in a not-to-exceed amount of $300,000 from the Park Trust Fund.

Motion to recommend/not recommend that City Council direct Staff to issue notification on the proposed neighborhood trail connection, and develop the project scope based upon public feedback.
