Title:

Approval of Final Plat and Site Plan for Greenway Terrace (Project #16-84); Case of Aeon, LLC

Purpose/Background:

The purpose of this case is to review an application for final plat and site plan approval of Greenway Terrace.  This site is generally located south of 146th Avenue NW, west of Traprock Street NW, and North of East Ramsey Parkway and is identified as PID 28-32-25-13-0033.

Notification:

Notification of adjacent properties is not required for final plat or site plan approvals.

Observations/Alternatives:

Generally speaking the proposed plat and 54 unit apartment development appears to comply with most of the COR-4C zoning.  The Applicant, Staff, and the Planning Commission worked together on refinement of the architecture of the front entrance and agreed that the material used around the entrance area would be altered to be brick. The Applicant has also indicated a willingness to alter the location of the trash enclosure so that it is located on the south side of the parking row it is currently shown within and that they will alter the enclosure material to match the materials used on the principal structure.

The Environmental Policy Board (EPB) reviewed the proposed Site Plan at its meeting on May 15, 2017 and recommended approval of the site plan with corrections as noted in the Staff Review Letter.

The Planning Commission reviewed the proposed Site Plan at its meeting on August 3rd and recommended approval of the site plan with corrections as noted in the Staff Review Letter.

Alternatives

Alternative 1: Approve the requested Final Plat and Site Plan.  The proposed project appears to comply with the bulk standards of The COR Design Framework and the proposed use would be an asset to the COR development as well as the City of Ramsey.  Staff is supportive of this alternative contingent upon compliance with the Staff Review Letter.

Alternative 2: Recommend denial of the Final Plat and Site Plan as currently requested. If the City Council desires to recommend denial it should clearly state its findings for the recommended denial and direct staff to prepare a resolution outlining those findings of fact.  As previously noted, the proposed project appears consistent with the provisions of City Code and The COR Design Framework.  Staff does not support this alternative.

Funding Source:

All costs associated with processing the Application are the responsibility of the Applicant.

Recommendation:

Staff recommends approval of Resolution #17-08-188 granting Final Plat approval of Greenway Terrace, and approval of Resolution #17-08-189 granting Site Plan approval of Greenway Terrace.

Action:

Motion to adopt Resolution #17-08-188 granting final plat approval of Greenway Terrace and Resolution #17-08-189 granting Site Plan approval of Greenway Terrace contingent upon compliance with Staff Review Letter dated July 27, 2017.
