Title:

Adopt Resolution #18-016 Approving Sketch Plan for Affinity at Ramsey (Project #17-142); Case of Inland Group

Purpose/Background:

The City has a purchase agreement in place to sell about four (4) acres of land adjacent to Municipal Plaza for a proposed residential apartment building (intended for 55+).  The City has received an application for Sketch Plan review of a new, 173-unit apartment building at the southwest corner of Ramsey Parkway and Center Street (the "Subject Property").  The project would serve the 55+ demographic. 

Notification:

No additional notification is required as a result of a sketch plan review; however Staff did notify residents within 700 feet of the Subject Property of the sketch plan review.  A full public hearing will be held at the time of Preliminary Plat.

Observations/Alternatives:

The Developer is asking for confirmation/approval of the footprint of the building before proceeding with final site design. This is the normal progression of development review. The City Council does not ordinarily review projects at Sketch Plan phase; however, the Developer requested better certainty in the layout before completing next plan set requirements.

Funding Source:

All costs associated with this request are the responsibility of the Applicant.

Recommendation:

The Planning Commission will review the proposed sketch plan at its January 4th meeting. Since meeting minutes will not yet be available from that meeting, Staff will provide an update to the City Council as to the feedback provided to the Applicant by the Planning Commission.

The Developer is requesting confirmation that the City agrees to the footprint of the building before they complete additional design. The Staff Review Letter is attached for review. A marked up plan set is not attached, but is available upon request (same comments as the Staff Review Letter).

Action:

Motion to adopt Resolution #18-016 approving the footprint for Affinity at Ramsey.
