Title:

Authorize Staff to Complete Three Shovel Ready Certifications
 

Purpose/Background:

PURPOSE
Provide staff direction to complete shovel ready certifications on three sites within Ramsey.
  • Authorize staff to coordinate/ manage work on behalf of private property owners.
  • Authorize a not-to-exceed $25,000 budget from TIF #1.

BACKGROUND: Shovel Ready
The State of Minnesota development ready certification program (known as "DEED Shovel Ready" certifications) is a pro-active process/ effort that attempts to collect all information that would be needed by a developer/ investor to consider a project in Ramsey ahead of time.  The intention of the process is to eliminate risk, unknowns, speed up the development process, and make Ramsey sites more competitive.  More information can be found a http://mn.gov/deed/government/shovel-ready/program-overview/index.jsp.

BACKGROUND: Proposed Sites
Staff is proposing three sites that are of substantial size and are zoned industrial/ office/ commercial.  Two of the three sites are owned by private parties.  One site is owned by the City.  The two private property owners are generally interested and supportive of the process, both are willing to pay for costs associated with their site, and both have asked for the City to coordinate/ direct the efforts/ application. 
  • Bunker Lake Industrial Park, north side, Hageman Holdings portion (62 acres).  Estimated cost of shovel ready work: $0-$3,000.  Most of the work is already completed.
     
  • #55, City Owned Property within original business park, just south of Vision Ease Lens (9.3 acres).  Estimated cost of shovel ready work: $10,000-$20,000.  Major variable is if a Phase II ESA will be needed.
     
  • South Side of COR, PSD/ Diamonds Site (42 acres).  Estimated cost of shovel ready work 20K-30K.   Major variable is if a Phase II ESA will be needed.

Funding Source:

TIF District #1.  This old TIF District has an available balance of about $1.07M.  Nearly all of this balance is committed to improvements within the Bunker Lake Industrial Park.  Some room exists within TIF District #1 to cover this 2018 shovel ready effort (up to $25K).  NOTE: TIF District #1 was used for the 2016/ 2017 shovel ready certification efforts (123K).

Recommendation:

Staff recommends authorization of this work.  For the city owned property, this effort is generally consistent with the City Council Strategic Plan and EDA Workplan, and past direction.  For the non city owned properties, this appears to be a good way to partner with and support these property owners with very little/ no financial obligation from the city--outside of staff time.

 

Action:

Motion to recommend the City Council:
 
Authorize staff to coordinate/ manage the process of completing Minnesota DEED Shovel Ready Applications for the three separate properties identified within this case.

Authorize staff to utilize up to $25,000 from TIF District #1 for Minnesota DEED Shovel Ready Application costs.
