Title:

Adopt 2018 City of Ramsey Resident Survey

Purpose/Background:

PURPOSE
To adopt the 2018 Ramsey Resident Survey.  

BACKGROUND (resident survey):
As a result of the 2013 Council strategic planning process, direction was provided to initiate a regular, statistically significant, resident surveying process (one survey every two years).  Generally, survey results benefit the City in a wide range of applications (budgeting process, policy discussions, capital improvement plan, strategic plan, comprehensive plan, etc.).  The City completed a resident survey in 2014 and 2016.  This evening, the Council again reviewed the draft for the 2018 resident survey.  The document is now ready for formal adoption. 


PROCESS
Please see attached timeline.  We are anticipating this survey to be completed by residents in April, and for results to be back to Council by July.

CHANGE LOG:
At the 02/27 City Council work session, various changes to the survey were requested.  Below is a log of changes.

#11, updated to also include ratings for Anoka County and State of Minnesota.
#16, updated to now include a rating for a new community center.  Ratings for business incubators were dropped.
#19, added back in this question RE the LT street maintenance program.  Dropped the two questions previously included RE code violations and land use permits.
#D2, was dropped altogether, this was a demographic question RE rating your current health.  Below is a response from the National Research Center.*

*This question is part of our Health and Wellness participation question set.  These types of questions are widely used in health research and are used to a snapshot at the overall health of the community. They can be especially useful for communities in which health care options may be limited, since the NCS asks about those too; as with most aspects of the NCS, the more complete the picture is, the more useful and actionable the data will be.

 
 


 

Funding Source:

The amount of $13,000 was budgeted in 2018 for a resident survey.  Furthermore, the City participates in the State of Minnesota's "City/County Performance Measurement" (CPM) program.  Annually, the State allocates about $3,500 to the City of Ramsey for performance measurement related costs (which include the Ramsey citizen survey).  In summary, the City has about $16,500 in funding budgeted for a resident survey in 2018.  Staff estimates the survey will cost $14,000-$16,000.

Motion to adopt the 2018 Ramsey Resident Survey and authorize staff to proceed.
