Title:

Consider Recommendation to City Council Approving Bituminous Patching with 2018 Street Overlay Improvements, Improvement Project #18-03

Purpose/Background:

Purpose:
The purpose of this case is to consider a recommendation to City Council approving bituminous patching with the 2018 Street Overlay Improvements, Improvement Project #18-03.

Background:
While preparing plans and specifications for Improvement Project #18-03, 2018 Street Overlay Improvements, Staff reviewed the existing pavement conditions of impacted street segments in the field again and noted various areas of pavement that are in extremely poor condition.  These areas of severely damaged pavement should be removed and replaced with new pavement before receiving an overlay to prevent the overlay improvements from prematurely deteriorating before the end of its design life, which is roughly 20 years.
 
Staff is therefore preparing plans and specifications to include removal and replacement of the areas of damaged bituminous pavement prior to overlaying.  This work as proposed will increase project costs in impacted areas.  Unfortunately, this will also increase special assessment amounts in these areas, unless these costs were to be paid 100% by the City and not assessed to property owners.  Per previous Council approvals, 25-percent of eligible project costs are to be assessed against benefiting properties.
 
Attached are highlighted plan sheets showing all the areas proposed to receive bituminous patching prior to overlaying.  Staff will present information on the financial impacts to each of these project areas at the Public Works Committee meeting.  In order to present the best information available, Staff will incorporate updated bituminous prices extracted from bids received on March 15.  
 
The street segments proposed to receive bituminous pavement overlay improvements in 2018 are located in the following developments:
  • Northfork
  • Northfork Oaks
  • Northfork 2nd Addition
  • Northfork 3rd Addition
  • Northfork Itasca Shores
  • The North Forty 2nd Addition
  • The North Forty 3rd Addition
  • Woodland Green
 
At the meeting, staff will present more detailed information associated with four options to address the increased project costs as follows:
 
  1. Overlay damaged areas as is – This option is not supported by Staff due to a high probability of premature failure of overlay improvements over damaged areas. 
  2. Overlay damaged areas after patching with new pavement – This option is supported by Staff since it will achieve the design life of the overlay improvements. 
  3. Reconstruct impacted street segments in 2019 – Staff could support this approach, but costs to reconstruct streets are several times higher than overlay improvements.
  4. Do nothing – This option is generally not supported by Staff.

Timeframe:

Staff anticipates this case will take approximately 15 minutes to present and discuss.

Alternative #1 – Motion to recommend City Council approval of bituminous patching with the 2018 Street Overlay Improvements, Improvement Project #18-03, with all costs for the bituminous patching to be paid by the City.

 

Alternative #2 – Motion to recommend City Council approval of bituminous patching with the 2018 Street Overlay Improvements, Improvement Project #18-03, with 25% of all costs for the bituminous patching to be assessed against benefiting property owners.

 

Alternative #3 – Motion of other as follows; _____________.

Funding Source:

Based on discussion.

Recommendation:

Staff recommends approval of Alternative #1.  This work was not identified within the Feasibility Report, and therefore was not addressed with the Public or the City Council prior to the Public Hearing for this project.

Action:

Motion to recommend City Council approval of bituminous patching with the 2018 Street Overlay Improvements, Improvement Project #18-03, with all costs for the bituminous patching to be paid by the City.
