Title:
Recommend Park Dedication for Rum River Prairie
Purpose/Background:
The purpose of this case is to recommend Park Dedication and Trail Fees for a proposed twenty-five (25) lot, detached single family residential subdivision located at the intersection of Armstrong Blvd and Tiger Street. The Subject Property is zoned R-1 Residential (Rural Developing) and the lots would be serviced by private well and septic services.
Notification:
Staff attempted to notify all Property Owners within 700 feet of the Subject Property at the time of the Sketch Plan Review.
Observations/Alternatives:
Preliminary Plat approval of Rum River Prairie occurred earlier this spring with Final Plat approval anticipated as soon as April 24th, 2018. The proposed lots would be serviced by individual private utilities (well and septic). The lots being proposed range in size from 1.37 acres to 3.7 acres in size with all but one of the lots being 2.5 acres or greater in size.
The city's Park and Trail Plan does not show the need for park space in this area, therefore staff recommends that both Park Dedication and Trail Fees be satisfied by a *cash payment.
Consistent with the longstanding policy of requiring developers to construct a trail on one side of any arterial or collector street (municipal, county or state roadway), as basic infrastructure for their plat, this plat will be required to construct a 10' bituminous trail along Armstrong Boulevard. Additionally, for this plat, it would make sense to extend the trail beyond the plat to north to connect with 173rd Avenue. This beyond plat trail construction (approximately 1,830') would be *credit eligible first against Trail Fees owed, and then if required against the Park Dedication.
The development fees owed are as follows, based upon 25 new lots created (if Final Platted in 2018): Park Dedication $75,000, Trail Fees, $25,000.

Funding Source:
All costs associated with processing the Application are the responsibility of the Developer.
Recommendation:
Staff recommends Park Dedication and Trail Fees consist of a cash payment for the anticipated 25 lots within the proposed Rum River Prairie, and that the Development Agreement specify that credit eligible trail construction occur beyond the plat in the ROW of Armstrong Boulevard, north approximately 1,830' feet to 173rd Avenue. .
Action:
Motion to recommend Park Dedication consist of cash, and that the Developer of Rum River Prairie be required to extend the trail from the Plat, north to 173rd Avenue—with this segment credit eligible against the Trail Fees owed .
