Adopt Resolution #18-125 Approving Change Order #1 for 2018 Crackseal and Sealcoat Improvements, Improvement Project #18-04
Purpose/Background:
Purpose:
The purpose of this case is to adopt Resolution #18-125 approving Change Order #1 for 2018 Crackseal and Sealcoat Improvements, Improvement Project #18-04.
Background:
Over fifteen and one-half miles of streets will receive sealcoat improvements in 2018. Per the project specifications, sealcoat work is allowed to begin on or after June 18th, and must be complete by August 3rd. All sweeping and striping work must be complete by August 31st. This schedule was set so the sealcoat work would be completed several weeks earlier than in recent years. This should allow the work (weather permitting) to occur during warmer temperatures, which should help reduce the amount of loose rock due to better embedment of the sealcoat rock in the underlying layer of oil.
A preconstruction meeting was held on May 16th with the Contractor who was awarded the construction contract, Pearson Brothers, Inc. At this meeting, the City was provided with their sealcoat mix design and a proposed work schedule. Based on the schedule, crack sealing is scheduled to begin the week of June 25th, and sealcoating is scheduled to begin mid-July.
During the preconstruction meeting, City Staff and Pearson Brothers discussed the City’s desire to minimize the amount of loose rock observed after construction is complete on all future sealcoat projects. Following last year’s sealcoat project, a much higher than normal number of complaints were received regarding the amount of loose rock in streets, as well as in yards where rock was deposited due to snowplow operations.
Following the preconstruction meeting, Pearson Brothers, Inc. provided a proposal to City Staff to use CRS-2P oil in place of CRS-2 oil on all streets proposed to be sealcoated. Pearson Brothers believes this will help reduce the amount of loose rock observed after the sealcoat work is complete. Pearson Brothers agreed to significantly reduce their unit bid price to allow the City to use and evaluate this product this year. Their original unit bid price for CRS-2P oil was $3.00 per gallon. Their latest proposal is $1.60 per gallon as noted in Change Order #1 (attached).

CRS-2P has 3% minimum polymer content by weight, which provides for a stronger bond between the oil and the rock, resulting in increased resistance to lateral forces, such as turning tires. According to Pearson Brothers, CRS-2P also has a higher melting point, which means it holds up slightly better in hot temperatures then CRS-2 oil. For these reasons, CRS-2P oil is used extensively in parking lots and cul-de-sacs, as was originally specified for this project (CRS-2 on linear street segments and CRS-2P in cul-de-sacs).

Funding Source:
The low bid submitted by Pearson Brothers was $434,699.22. After adding 14% indirect costs for administrative (5%), engineering (7%), finance (1%), and legal (1%) costs, total project costs were $495,557.11. These improvements are proposed to be funded using the $500,000 budgeted annually for pavement crackseal and sealcoat projects. This would leave $4,442.89 unspent if final project costs equal the bid amount. All unspent funds could be spent by Public Works for additional street patching in 2018.
Approving Change Order #1 will increase project costs by an estimated $2,858.25, resulting in an estimated total construction cost of $437,557.47, and a total estimated project cost of $498,815.52. This would still leave a surplus of $1,184.48.

Recommendation:
City staff recommends Alternative #1.
Staff believes the benefit received by using CRS-2P oil on all sealcoated streets will far outweigh the additional minimal cost. In addition, approving Change Order #1 will not result in estimated project costs exceeding the available budget for this work. This will also allow Staff to evaluate the effectiveness of using CRS-2P oil on future sealcoat projects.
