Title:
Consider Landscape Plan for Sterling Trophy Site Plan (Project No. 18-125)
Purpose/Background:
Sterling Trophy is working with the City on the potential purchase of the property located at 6710 Highway 10 NW (the "Subject Property"). They have submitted a Site Plan for the construction of a 4,000 square foot retail building for their business operation on the Subject Property. Their Site Plan submittal includes a Landscape Plan for review.
Observations/Alternatives:
The Subject Property does not appear to include any wetlands or floodplains. Furthermore, there appears to only be three (3) significant trees on the Subject Property, two of which will be preserved. The MLCCS identifies the Subject Property as being Urban with Vegetative Cover. The City's NRI did not indicate any significant natural features on the Subject Property.
The Subject Property is located within the B-2 Highway Business District. The landscaping requirements of the B-2 District are based on either the building footprint (1 tree per 1,000 sq. ft.) or site perimeter (1 tree per every 50 lineal feet), whichever is greater. Also, for every ten (10) parking stalls, an additional tree is required. The Subject Property is surrounded by parcels also zoned B-2 Highway Business or H-1 Highway 10 Business District (on north side of Highway 10). There is no bufferyard requirements for this project.
Staff is generally supportive of the Landscaping Plan with revisions outlined in the Staff Review Letter. Most notably, the proposed landscaping needs to be increased not only to comply with minimum planting requirements but also to incorporate evergreen trees (should contain no less than 25% evergreens and there are none included in the current plan). Also, notes need to be added to the plan sheet to call out the topsoil requirement as well. Finally, it appears that seed, rather than sod, is being proposed for the southern half of the Subject Property, which does require approval by the City Council.
