Title:
Review City Owned Land Inventory
Background:
As part of the Ramsey City Council's 2011 strategic goals, it was established that developing an inventory of city owned land was a high priority.
To begin this process, staff developed a map of all city owned property classified by a single layer in GIS. Next, multiple staff members were asked to take a look at the map to make sure no city owned properties were left out.
After a base map of all city owned property was established, staff began looking at how to sub-divide parcels into different, logical categories. Eventually, after several revisions, staff came up with 11 different parcel categories. Please see the attached "parcel categories" table for an explanation of each parcel category.
At this point, staff had a working basic map of city owned property including different parcel categories. The next step in the process was to determine which parcels of land staff believed the city has a potential for selling. Certainly, staff used their best judgment to choose salable parcels and revisions will be made as this project progresses. Staff determined which pieces of land were salable by using ArcGIS (along with the tools that come with it), by personal experience with parcels and by looking at the legal descriptions of parcels. To see what parcels staff determined as potentially salable please reference the attached document: "Potential Land Available for Sale."

The first map developed, as mentioned above, is a base map of all city owned land: see "City Owned Land Map (All Parcels)." The second map staff developed was a basic map showing only the parcel categories: see "City Owned Land Map." The final two maps were simply extensions of second basic map. The third map contains the National Wetland Inventory (NWI). This map is beneficial for seeing how wetlands integrate with city owned lands. The fourth and final map shows what parcels of city owned land have a potential for sale.

Recommendation:
Staff recommends that the City Council discuss the provided city owned lands information and provide staff with direction as to how the City Council wishes to move forward with certain City-owned parcels.
